SUBJECT: Amendments to Standards for Administration of the
General Assistance Program.
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION
Recommended Action:
Accept this report and adopt proposed Resolution amending the
standards for administration of the General Assistance program.
Report:
Government Code section 17000 .5 authorizes counties to adjust
their federal official poverty guideline general assistance
standards in an amount equal to legislative adjustments to the AFDC
program. In 1991 the Legislature reduced AFDC payments by 4 .6
percent, This County nevertheless attempted to hold the line on
General Assistance, The dislocation of the County's General
Assistance program caused by the Oberlander court decision, and the
resulting multi-million dollar deficit in the General Assistance
program has required the County Administrator to recommend that
Contra Costa County adopt the legislative reduction.
The. proposed Resolution also makes a related technical
provision for the administration of General Assistance.
The draft submitted with this report omits the changes to the
shared housing standards of aid suggested last week.

The Board then approved the recommendation of County Counsel and adopted
Resolution No. 92/186.

Assistance Program )
The Contra Costa County Board of Supervisors Resolves that:
Resolution No. 91/606, adopting standards of aid and care for
the indigent and dependent poor of the County (General Assistance) , as
amended, is hereby further amended as follows, effective May 1, 1992 :
1 . Part 1 , section 101, is amended to read as follows :
101 . Pursuant to Welfare and Institutions Code section 17000. 5,
the Contra Costa County Board of Supervisors hereby adopts
general assistance standards of aid that are 62 percent of
t�e 1991 federal official poverty guidelines, adjusted in an
amount equal to the 1991 adjustment provided under Chapter 2
(commencing with section 11200) of Part 3 of the Welfare and
Institutions Code.
2 . Part 1, section 103 is amended to read as follows:

3 . The Board of Supervisors recognizes that the multiple person
budget unit provisions of Resolution No. 91/606 as amended by Resolution
No. 91/717 and by this Resolution are stayed by order of the Superior Court
in Oberlander v. Contra Costa County, which decision is now on appeal .
Pending the Oberlander appeal, tie shared housing standards expressed in
Resolution 91/811 shall continue in effect.
4 Part 2, section . 201(d). is amended to strike the provision:
"95 .4% of"
