At the conclusion of the testimony the Board adopted the attached order. r w 1.76 TO: BOARD OF SUPERVISORS Contra FROM: Perfecto Villarreal, Executive Director ' Costa County DATE: Emergency Shelter in Richmond for Homeless Single Adults SUBJECT: SPECIFIC REQUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION I . Recommended Actions : The following recommendations for Emergency Shelter for Homeless Single Adults are presented pursuant to Government Code Section 26227 and Board of Supervisors Resolution 91-608 : A. DECLARE AND FIND, pursuant to Public Resources Code Section 21080 (b) (4 ) that the continued temporary use of trailers for housing the homeless of the County at 847 Brookside Drive, Richmond, during the period from April 1 , 1992 through June 30, 1992, is necessary to prevent or mitigate an emergency, as defined in Public Resources Code Section 21060 . 3, thereby exempting such action from the requirements of the California Environmental Quality Act (CEQA) as an emergency project. B. DIRECT AND AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa, on behalf of the County, to execute an Amendment of Contract No. 20-893 with Shelter, Inc . to extend the operation of the 45 bed temporary trailers for housing homeless individuals in North Richmond from April 1, 1992 through April 30, 1992 ., C. APPROVE requesting the City of Richmond and private entities to assist in the funding of this relief effort. SUPERVISORS AND COUNTY ADMINISTRATOR BY �`� 'L9`J ,DEPUTY II . FINANCIAL IMPACT: The first month of operation of the temporary trailers will be funded by $27,500 in general fund dollars . In order to operate the temporary trailers for the second and third months, funding from the City of Richmond and private entities will be necessary. III . BACKGROUND: A. Specific actions necessary to prevent or mitigate an emergency are exempt from the requirements of CEQA. B. The reasons for declaring and finding that the continued temporary use of trailers for housing the homeless at 847 Brookside Drive, Richmond is an emergency project exempt from the requirements of CEQA are as follows: 1 . Contra Costa County has a 56-bed facility for homeless single adults at 845E Brookside Drive, Richmond. This facility is currently at capacity. 2 . The trailers at 847 Brookside Drive, Richmond have 45 beds and are currently at capacity. This facility is scheduled to close March 31, 1992 . 3 . The continued use of the trailer shelter at 847 Brookside Drive, Richmond will maintain the availability of 45 beds for homeless indigent county residentsseekingshelter. 4 . The temporary emergency homeless shelter at 2047 Arnold Industrial Way,' Concord, which has 100 beds available for homeless indigent County residents seeking shelter, is set to cease operations on March 31, 1992 . This facility is currently at capacity. . 5 . Based upon usage, the beds at the trailers at 847 Brookside Drive will be necessary if the County's facilities for homeless persons are to be maintained during the coming months .
