TO THREE J'S DEVELOPMENT INC.FOR THE BRIDGEMONT CHILD DEVELOPMENT CENTER
PROJECT, CA011003, BRIDGEMONT,ANTIOCH, CA.
I. RECOMMENDED ACTION
Reject the bid submitted by Sanwal Building Maintenance Co.and approve the award of the contract to Three
J's Development Inc., Pittsburg, CA for the Bridgemont Child Development Center Project in the amount of$118,669.
II. FINANCIAL IMPACT:
This project is funded through three sources: 1) a City of Antioch funded Community Development Block
Grant,2) County Community Services Head Start Expansion Program, and 3) HUD's Comprehensive Improvement
Assistance Program. The contract amount is within the amounts budgeted for this project.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Nine bids were received and opened on March 13, 1992 for the Bridgemont Child Development Center Project.
The project involves the remodelling of an existing building at the Bridgemont Housing Development; upon completion,
the building will be used as a Head Start Child Development Center. The low bidder for the Base Bid was Sanwal
Building Maintenance Co. ($76,500). However, the Sanwal Building Maintenance Company's bid did not conform to
the bid document which require that all bid alternates be submitted in order for a bid to be considered. The Sanwal
bid omitted two of the bid alternates required. The second lowest bidder is Three J's Development Inc., Pittsburg CA
in the amount of $118,669. Three J's Development Incorporated's bid is complete and conforms to the bid
requirements.
At its regular meeting on March 16,1992 the Advisory Housing Commission recommended the rejection of the
bid by Sanwal Building Maintenance Co. and approval of the award of this contract to Three J's Development Inc.
County Counsel has been consulted on this matter and concurs with the rejection of the bid from Sanwal Building and
the subsequent award to Three J's Development Inc.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the execution of a contract with Three J's
Development Inc. the Housing Authority will experience delays in the completion of this Child Development Center
which may jeopardize funding allocated to this project.
