RECOMMENDED ACTION: ADOPT Resolution No. 3634 indicating review and approval of Revision No. 1 to the Operating Budget for the Public Housing Drug Elimination Program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Administrative expenses, other than salaries, will be increased to include the cost for program evaluation and other items will be reduced and/or increased to actual amounts. III. REASONS FOR RECOMMENDATION/BACKGROUND: This budget revision incorporates an expense increase of $3,530 for administrative expenses other than salaries. Tenant service salaries will be reduced $15,360, with recreation, publication and miscellaneous items reduced to $930. Additionally, contract costs will be reduced $20,000 and redirected to protective services. Protective services contract costs will be increased to $34,220 to cover the actual costs through March, 1992. On March 16, 1992 the Budget Committee of the Advisory Housing Commission met to review this proposed Budget Revision No. 1 and recommended approval to the Advisory Housing Commission. At its Regular Meeting on March 16, 1992, the Advisory Housing Commission voted to recommend adoption of Resolution No. 3634 indicating review and approval of Revision No. 1 to the Public Housing Drug Elimination Operating Budget for the Fiscal Year ending March 31, 1992. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolutions No. 3634 and 3550, the Housing Authority of the County of Contra Costa would not be in compliance with HUD budgeting procedures for the public housing drug elimination program. (2) That the financial plan is reasonable in that it is prepared in accordance with Performance Funding. (3) That all proposed charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract. (4) That n0 PHA employee reflected in the Operating Budget is serving in a variety of positions which will exceed .1009.- allocation of his/her time, as required in Paragraph 2-6 and Exhibit 2-7 of the Financial Management Handbook, 7475.1, REV. (5) That all proposed rental charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract.
