SUBJECT: REVIEW FUNDING OF FRONTAGE IMPROVEMENTS ALONG DETENTION BASINS IN
THE OAKLEY AREA ; Drainage Area 30A

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
DIRECT the Engineer of the Flood Control District to revise the Drainage Area 30A Plan to
include the construction of frontage improvements for the easterly detention basin on Laurel
Road.
II. Financiallmpact:
If the Drainage Area fees don't cover the cost of the frontage improvements, then some other
source of funding will have to be found, which could impact other County funds such as the
Road Fund.
III. Reasons for Recommendations and Background:
At their first meeting in 1992, the East County Regional Planning Commission approved
subdivision 7667, located on the south side of Laurel Road opposite the easterly detention basin
in Drainage Area 30A, between O'Hara Avenue and Rose Avenue in the Oakley area. The
Planning Commission was concerned about the funding program for the ultimate improvements
along Laurel Road. It was noted that there are some segments of Laurel Road that will not be
able to be funded through the development of fronting properties, such as where the canal
abuts the road, where property has already been developed, and also along the frontage of the
detention basin.

III. Reasons for Recommendations and Background(cont):
There are two detention basins on Laurel Road; one near Brown Road and one to the east
opposite Subdivision 7667. The Planning Commission was particularly concerned about funding
the frontage improvements along the easterly detention basin. They recommended that the
Board direct the Flood Control District to review the fee structure of Drainage Area 30A, which
Subdivision 7667 drains into, and determine if there would be sufficient revenue generated to
construct all of the improvements on the adopted drainage plan plus the frontage improvements
along the basin on Laurel Road. If the review revealed that there would not be sufficient revenue
to fund all of the drainage improvements plus the frontage improvements, then the fee should
be revised to provide sufficient funds to do so. In either event, the Drainage Area should be
amended to include the construction of frontage improvements along the Laurel Basin as part
of the Drainage Area;Plan.
The frontage improvements for the westerly basin, located on Laurel Road at Brown Avenue,
were included,in the:purchase price for the basin property. The developer of the adjacent
property, who was the original owner of the basin site, is required to construct the frontage
improvements as a part of his development.
IV. Consequences of Negative Action:
There would be no study performed to determine if there was sufficient funds in the Drainage
Area to construct the frontage improvements. The Drainage Area Plan would not be revised to,
include the installation of frontage improvements along the detention basin.
