SUBJECT: Authorize Submission of A Joint Proposal with
Richmond Unified School District for Grant Funds Under
DMH CMU 92-01: Primary Intervention Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDEDIACTION:
A. Authorize the Health Services Director or his designee to
submit ; on behalf of the County a joint proposal with
Richmond Unified School District for funding under State
Department of Mental Health CMU 92-01: Primary
Intervention Program. This proposal will request up to
$45 ,000 in State grant monies to expand the Primary
Intervention Program (PIP) into three new elementary
schools.
B. Authorize the Health Services Director or his designee to
execute on behalf of the County a Statement of Compliance
and the State-required Drug-Free Workplace Certification
for this proposal.
II. FINANCIAL IMPACT:
Department of Mental Health CMU 92-01 requires a 50% local
match generated jointly by County Mental Health and each local
school district involved. This joint 50% match will be
required for each of the three years of State funding.
County Mental Health' s in-kind contribution includes an
allocation o I f a specific number of hours of current staff time
already budgeted in the Department' s budget, plus mileage and
administrative/overhead costs. No new monies are required.
No new County revenue will be generated by this grant as grant
monies received will flow through the Health Services
Department to the Richmond Unified School District via
subcontract to finance PIP staff hired by the district and to
cover program operating expenses.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Mental Health Division, Health Services Department, has
submitted nine joint PIP proposals with various school
districts since 1986. Eight have been funded. Two were
expansion grants.
This year (for the first time) the RFP requires that an
authorizing Minute Board Order accompany each proposal.
Proposals areldue April 2, 1992.
Final budget figures are not yet available for this proposal.
The dollar fi.giure listed above, is the maximum grant amount for
three schools: Mental Health' s annual in-kind contribution
usually ranges from $8,000 to $16,000 per school district.
Currently there. are PIPs at eleven elementary school sites in
six school districts. If funded, this proposal will add three
new sites to the above total.
The Primary Intervention Program (PIP) was established in
California in 11982 to help young children get a good start in
school by fostering a healthy self-concept, thereby deriving
maximum profit from the school experience. In 1985 the
Legislature enacted AB 1934 (Bates) which created the Mental
Health Primary Prevention Fund in the State Treasury as a
stable. mechanism to partially finance these three-year
demonstrationiprojects. PIP aids in the prevention of later-
life problem's including school failure, unemployment,
substance abuse and emotional instability.
