SUBJECT: Approve submission of Grant Application #28-524 to the California
Water Resources Control Board for "Safer Alternatives Public
Education Campaign in Contra Costa County, Phases 2 and 3"
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the submission of Grant Application #28-524
to the California Water Resources Control Board for a Household
Hazardous Waste Grant in the amount of $93 , 562 effective October 1,
1992 through (;September 30, 1994 for the Department's "Safer
Alternatives Public Education Campaign In Contra Costa County,
Phases 2 and 311 .
II. FINANCIAL IMPACT:
Approval of this application from the California Water Resources
Control Board ;;,` will result in $93 , 562 of grant funding for the
Department's !'Safer Alternatives Public Education Campaign in
Contra Costa County, Phases 2 and 311 , for - the two year period
October 1, 1992 through September 30, 1994 . The Department
received $63 , 3;75 for Phase 1 of this project from the California
Integrated Waste Management Boards Household Hazardous Waste Grant
Program.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Department recognizes that it is in the public interest to
enact and implement an integrated waste management plan to address
the State's diminishing landfill space and the potential adverse
environmental ;impacts from landfilling. Annually, Contra Costa
County residents purchase 3 to 5 million pounds of pesticides for
home use, a significant portion of which ends up stored in garages
or improperly disposed of in the garbage, sewer or grounds.
The Department, received funds from the California Integrated Waste
Management Board pursuant, for Phase 1 of this program under the
provisions of "Public Resources Code Sections 46400 and 46401 from
the Solid Waste Management Fund, for grants to local governments to
establish and implement waste diversion and separation programs to
prevent disposal of hazardous waste, including household hazardous
waste, in solid waste landfills.

Reducing residential use of pesticides will reduce our household
hazardous waste disposal costs, as well as reducing consumer
exposure to toxic products. This public education campaign will
encourage residents to adopt the concepts of "integrated pest
management" in "order to reduce their pesticide use.
Approval of this application from the California Water Resources
Control Board (;Nonpoint Sources Water Implementation Program) will
allow the Department to implement Phases 2 and 3 of the Safer
Alternatives Public Education Campaign in Contra Costa County, for
the period October 1, 1992 through September 30, 1994 .
In order to meet the deadline for submission, the application has
been forwarded to the California Water Resources Control Board, but
subject to Board approval . Three certified copies of the Board
j Order authorizing submission of the application should be returned
1 to the Contracts and Grants Unit.
