RECOMMENDED ACTION: 1. Approve and authorize the submission of Funding Application #28-525 to the State of California - Health Education/Risk Reduction Program, in the amount of $40,000 for the p riod July 1, 1992 through June 30, 1993, for the "East County Assessment and Mobilization Project" (TECAMP) . 2. Authorize William B. Walker, M.D. , County Health Officer, to sign the State's Statement of Compliance on behalf of the County. II. FINANCIALIMPACT. Approval of this' application from the State will result in $40,000 funding for the County's East'' County Assessment and Mobilization Project. No County funds are required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Very little information is available about the health status and needs of the East County region, with its burgeoning multi-ethnic population, although key community leaders',recognize that certain groups of their community, particularly the refugee, immigrant and farm worker populations, are at high risk for serious medical problems. Approval of the funding application for the "East County Assessment and Mobilization Project" (TECAMP) will allow the Health Services Prevention Program to work in collabc.ration with the Public and Environmental Health Advisory Board, the California Department of Health Services and several East County community- based agencies, to conduct a health-related needs assessment and problem analysis, focusiTig on the low-income, under-served families and adults in the Pittsburg/West Pittsburg, and Brentwood/Oakley areas of the County. In order to meet the deadline for submission, the application has been forwarded to the State, but subject to Board approval. Nine certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit.
