Refer to the CAO to determine if an auto buy back program is a cost effective solution to preventing abandoned autos in the cities and towns of Contra Costa County. 2. Determine if the new Abandoned Vahicle fund of the county is an appropriate source of revenue to use to establish such a buy back program. 3. Contact the Bay Area Quality Management District (BAAQMD) to see if they wish to join in an auto abatement program to promote the elimination of pre-1975 "gas guzzlers" which are targeted air pollution problem vehicles. 4. Apply to the Contra Costa Transportation. Authority and to the Bay Area Air. Quality Management District for funding under AB434 to support a buy back program to eliminate polluting cars. 5. Contact the petro-chemical companies in the area to see if they wish to participate in a program similar to the "SCRAP PROGRAM" conducted by UNOCAL in Los- Angeles. The program then requires a long legal notice and storage period in order to comply with state ownership laws resulting in expense for storage and handling. Instead of using this program to abate abandoned vehicles only, why not set up a buy back program and have AVA funds provide an incentive for people to turn their cars in at selected locations and be paid for the vehicles? Locations could be strategically placed throughout the county where buy backs would occur. The owner would be required to drive or tow the car to such a location with the ownership documentation (pink slip) and he/she would be immediately issued a check for the vehicle. .. Private funds could be solicited to match with local or regional funds to not only reduce the number of abandoned vehicles, but also eliminate polluting vehicles. In the Los Angeles Area, Union Oil Co. participated in a program, to buy back older gas guzzling vehicles . If such a pilot program can be established in Contra Costa County, this will be the first buy back program for abandoned cars and gas guzzles in the region and it must be done correctly taking care to avoid problems which might be caused by cars not registered to Contra Costa County owners while providing realistic incentives.
