Bragdon, �/! � a Costa Director of Community Development County DATE: March 10, 1992 r�c oK SUBJECT: Checklist for the Measure C (1988) Growth Management Program SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development to complete and submit the Initial Compliance Checklist for the Measure C (1988) Growth Management Program. FISCAL IMPACT Completion and submittal of the checklist will make the County eligible to receive the County's allocation of Fiscal Year 1992 Measure C (1988) "return to source" revenues, estimated at $1, 481,400. BACKGROUND/REASONS FOR RECOMMENDATIONS Measure C (1988) requires the Contra Costa Transportation Authority (Authority) , to annually review local compliance with their Growth Management Program. Eighteen percent of sales tax revenue are returned to the cities and the County subject -to a finding of compliance by the Authority. The attached Initial Compliance Checklist (See Exhibit A) , was approved by the Authority on February 19, 1992 , as the mechanism to certify compliance for the Fiscal Year 1992 allocation of sales tax revenue. The County's General Plan, adopted on January 29, 1991, provides the policies and programs that will enable the County .to complete the checklist and conform with the Authority's requirements. CONSEQUENCES OF NEGATIVE ACTION The County will not be eligible to receive its allocation of Measure C (1988) revenues for Fiscal Year 1992 unless it submits a completed checklist. Failure to receive these revenues ;fill reduce the County's growth management and road maintenance ac iv ies. Each jurisdiction must comply with the adopted standards in order to be judged in compliance with the Growth Management Program. The Measure provides for the CCTA, jointly with local jurisdictions, to establish mitigation measures or determine that intersections exceeding applicable standards be subject to a Finding of Special Circumstances. The Measure also states-that intersections exceeding standards that will be brought into compliance in the most current five-year capital improvement program shall be considered to.be in compliance, and that the CCTA, jointly with affected local jurisdictions, shall determine and periodically review the application of standards on routes of regional significance. All questions in this section assume that procedures and analysis-implemented by _ the jurisdiction are in substantial conformity with procedures described in the Implementation Guide: Traffic Level of Service Standards and Programs for Routes of Regional Significance and in the Technical Procedures prepared by the CCTA. 2-a.
