SUBJECT: REAUTHORIZING THE CORRECTIONAL AND DETENTION SERVICES
ADVISORY COMMISSION
Specific Request(s) or Rece®endations(s) &: Background. &.Justification
RECOMMENDATIONS.:
1. Accept this report from the Correctional and Detention Services Advisory
Commission.
2: Reauthorize the Correctional and Detention Services Advisory Commission for
another two-year period, ending April 1, 1994 by amending Resolution #82/470,
Section M, Sunset Clause.
3. Reappoint the following members of the Correctional and Detention Services
Advisory Commission to two-year terms ending March 31, 1994.

FINANCIAL IMPACT:

REASONS FOR RECOMMENDATION BACKGROUND:
The work of the Commission in the past two years- has focused largely on completing and
occupying the West County Detention Facility (May 1991); ' the remodeling of
medical/mental health housing at the MDF-; and, the program. areas of inmate work,
mentally ill offenders and alternatives to secure. detention. The Commission meets
regularly at all the adult detention facilities in the County. CADSAC sponsored a
conference on the Mentally Ill in Criminal Justice System with the Sheriff's
Department and Mental Health Advisory Committee on June 7, 1990. Members worked with
the County Administrator's Office after the confere ce on d op g resources for
aftercare for mentally ill offenders leaving :custo

Since the passage of Proposition 139, the Prison Inmate Labor Initiative of 1990,
CADSAC has continued to research the development of new- inmate work programs. and. the
expansion of existing. programs. CADSAC has invited representatives. of County
departments including Animal. Services and Community Development to speak about
possible use of inmate labor. A' National Institute of Corrections technical.
assistance grant was received to review potential local jail industry programs- and
representatives from the California Department. of Corrections spoke to CADSAC
regarding prison industries and possible collaboration with. jail programs.
The Commission is currently working on various ideas for inmate work programs which it
plans to present and discuss with the Finance Committee: of: the Board of Supervisors.
CADSAC reviewed the Blue Ribbon Commission on Inmate Management Report recommendations
on intermediate 'punishment options for applicability to Contra Costa County. The
Commission has supported and followed the development of the DEUCE_ program and has
adopted. as a priority work item the securing of residential. and. outpatient. services
for DEUCE graduates. The Commission. is supportive of expanding project. DEUCE to deal
with inmate substance abuse problems and has provided input to the County
Administrator's Office in developing the application for County participation.. in
Substance Abuse Community Correctional_ Detention. Centers Fund (SB 2000), which was
approved by the Board for submittal to the State Board. of Corrections on
February 25, 1992. The Commission is hopeful that additional_ funds can. be found to
provide expanded services for substance abuse offenders.
APPOINTMENTS:
The Board of Supervisors' resolution authorizing the: formation of the Correctional and
Detention Services Advisory Commission. provided for diverse representation on the
Commission. The term of office for the CADSAC members listed abovein item 3 expires
3/31/92.
The Contra Costa County Mayors' Conference is expected to make an appointment in the
near future for a vacancy which exists on the Commission. The term of.office for that
appointment would be 4/1/92-3/31./94.
