SUBJECT: Approving Plans and Specifications and Advertise for bids for the Drainage Area 29H
Lines A and Al and Ironhouse Sanitary District Trunk Line No. A-91 Project.
Project No. 7569-6D8454-90 and Project No. 4660-6X4029, CP # 89 - 111.
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Thursday, April 9, 1992, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code.
II. FINANCIAL IMPACT:
The estimated contract cost of this Stage 1 project is $808,000, funded by Oakley/North
Brentwood Area of Benefit (9%), Ironhouse Sanitary District (42%), Flood Control Drainage Area
29H (46%), State Local Transportation Partnership Program (3%).,
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to construct the portion of DA 29H Lines A and Al north of and crossing
State Route 4 as Stage 1 of the widening of State Route 4 from 2 lanes to 4 lanes with a dual
left turn median and to install the Sanitary District trunk line in the same area.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.

The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been
filed with the Clerk of the Board and copies will be made available to any interested party upon request.
The Board reviewed and approved the project on February 26, 1991 and found, on the basis of the
initial study and all comments received, that there is no substantial evidence that the project will have
a significant effect on the environment and adopted the Negative Declaration in compliance with the
California Environmental Quality Act. A Notice of Determination was filed with the County Clerk on
March 8, 1991,
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed and Stage 2 (Highway 4
widening) will be delayed which would jeopardize funding for Stage 2 from the State's Local
Transportation Partnership Program.
