'BACKGROUND The Contra Costa Transportation Authority has released a revised :model TSM ordinance for review, which is designed to promote and encourage the use of alternatives to commuting by single occupant vehicles. A set of policy requirements is included which represent the minimum standards for local TSM ordinances, along with a model ordinance which local jurisdictions may use to tailor their ordinance. A major innovation of the revised model TSM ordinance is the use of "average vehicle ridership" (AVR) , as a yardstick for performance. AVR is defined as the number of persons arriving at the work site between 7 a.m. and 9 a.m. divided. by the number of vehicles (excluding buses and bicycles) arriving during the same period. Employers are required to submit baseline and annual reports to the local jurisdiction on the number of employees, city and zip code of residence, scheduled arrival time at work, and method of commuting to work. As an illustration of the AVR concept, if a firm employs 100 persons and 70 drive alone, 20 carpool (2 . 5 persons per vehicle) , and 10 use transit, bicycles or walk to work, the AVR would be 1.28. In reviewing this model ordinance and policy requirements, the Transportation Committee identified the following concerns: l.. The policy requirements state that current AVR must be reported in the initial or baseline report required of employers, projects, etc. and in the annual reports. However, no guidance is provided for computing AVR. Several options are available. 2 . The AVR should give credit for trips that are not made due to telecommuting or reduced work week schedules such as 4/40 or 9/80. 3.
