SUBJECT,: New Appointment to Caltrans Rail Task Force Steering Committee
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Appoint Supervisor Tom Powers as Contra Costa County's
representative to the Caltrans Rail Task Force Steering Committee,
replacing Supervisor Nancy Fanden. Designate the Director of
Community Development as the County's alternate to the Steering
Committee.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Caltrans Rail Task Force Steering Committee is composed of
elected and non-elected officials from several counties with rail
passenger service. They meet on a bi-monthly basis to advise
Caltrans on service and planning issues related to future inter-
city and commuter service in several rail passenger corridors.
The Steering Committee was originally formed by officials from
several counties in the San Joaquin Valley to advise Caltrans on
measures to enhance passenger rail between Bakersfield and
Sacramento. Since the passage of Proposition 108, the committee's
scope has broaden to include more general statewide concerns about
rail passenger service, including the East Bay region. Contra Costa
County's participation on the Steering Committee is now more
important given the County's role in the Alameda,-Contra Costa Rail
Consolidation Study and that the Contra Costa Commuter Rail
Feasability Study has just been initiated.
Supervisor Nancy Fanden currently represents the County but has
been unable to attend many of the Steering Committee's out-of-town
meetings due to schedule conflicts and other commitments.
Supervisor Tom Powers, who has an active interest in regional rail
issues, has agreed to serve as the County's representative on the
Steering Committee. The Transportation Committee recommends
Supervisor Powers be appointed as Contra Costa County's
representative on the Caltrans Rail Task Force Steering Committee,
and, further, designate the Director of Community Development as
the County's alternate to the Steering Committee.
