MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 4, 1991 SUBJECT: AUTHORIZE EMERGENCY DRILLING OF NEW WELL TO REPLACE COLLAPSED WELL PROVIDING WATER SERVICES TO ZONE 1 (BEACON WEST) SANITATION, DISTRICT NO. 15, BETHEL ISLAND SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the Public Works Director to arrange for the installation of a new potable water supply well for Sanitation District No. 15 Zone 1. (Beacon West, Bethel Island). DECLARE said work to be an emergency and the project is exempt from the CEQA process due to said emergency. AUTHORIZE on allocation from the Special District Augmentation Fund (SDAF) in the amount of$15,000 and the required appropriation adjustment with said funds to be treated as an interest bearing loan. II. Financial Impact: Funding of the emergency action will come partly from Zone 1 reserve funds ($21,500), and partly from future assessments on the affected properties. The estimated cost of the new well is $27,000. The recommended SDAF loan may be used to fund the installation costs beyond the current reserve. The SDAF funding used shall be repaid within four years and shall accrue interest at the average annual rate received on County deposits. Reasons for Recommendations and Background: Zone 1 Sanitation District 15 provides potable water service to the residents of Beacon West Subdivision from a well. This well is thirteen years old and the district, anticipating thef need for a new well, had recently received Health Department approval for the new site. However, the corrosion of the casing appears to be heavier than anticipated and has caused the casing to collapse sooner than expected. This has resulted in polluted water being supplied to the residents. To relieve this emergency situation, the district will have to drill a new well at approximately the same location, but about 50 feet from the original site. Attached is an Initial Study of Environmental Significance documenting the statutory exemption from CEQA due to the emergency nature of the work. IV. Consequences of Negative Action: Zone 1 Sanitation District 15 will be unable to provide clean water service residents of Beacon West.
