INVESTIGATE THE FEASIBILITY OF EXTENDING OAKLEY WA DISTRICT
SUBJECT: SERVICES TO THE CYPRESS CORRIDOR AND BETHEL ISLAND AREA
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REC0100NDED ACTION:
( 1 ) Refer to the Growth Management Agency and the Finance
Committee the issue of investigating the feasibility and timing of
extending Oakley Water District services to the Bethel Island area.
One major goal should be to determine if this extended water service
can be provided on an optional basis for those who now want it or may
later need to switch to a piped-in, treated water supply if their
current system fails .
(2) Refer to the Growth Management Agency to do the following:
o Notify and coordinate with the Bethel Island Fire
Department, Health Services Department and the Community Development
Department for a preliminary review of the feasibility of extending
the Oakley Water District treated water service to the Bethel Island
,area.
o Notify the Bethel Island and Sandmound water companies
regarding the Finance Committee hearing on this subject. Information
and opinions should be invited from all interested parties and
citizens . _
o Conduct an analysis of the current need and potential -'
future need. This review should include:
--contacting the existing water companies in the Sandmound and
Bethel Island areas. Their opinions and information regarding the
need and cost issues will be very important to have at the .start of
this process .
--contacting the Oakley Water District regarding their current
service extension plans and what costs would be associated with
providing a more extensive network to serve Bethel Island, Sandmound
and Cypress Corridor area. The Bethel Island Specific Plan calls for
treated water to be provided to the the Bethel Island Specific Plan
planning area and could be available as soon as 1994 . The- Bethel
Island Specific Plan further calls for water to be provided on the
island by a "mid-island" location by Phase I on the. Capital
Improvement Program (See Table 5 . 2 attached) . Phase V requires a
storage facility (of 500 MG capacity) for treated water;

--determining which agency might conduct a more indepth study
of the costs and benefits;
--a comparison of the water quality provided by the water
companies and systems in Bethel Island and Sandmound with that of the
Oakley Water District;
--any information on the long term supply of current well
sources;
--information on the possible impacts of pumping--short term
and long term--related to subsidence;
--determining fire fighting advantages that might be built
into such an expansion, analyzing this fundamental question: Can a
system of branching lines and laterals be provided at an 'economical
cost to provide the opportunity for small systems to convert and hook
up to the treated water supply when they want to or need to?
--determining which agency or community group might assist in
developing a questionnaire and survey to gather information and
assess public opinion on these topics .
BACKGROUND INFORMATION: With the conclusion of the Bethel Island
Specific Plan and the inclusion more recently of the Cypress Corridor
in the newly adopted county general plan, .it is appropriate to study
water quality, water pressure, water service and cost issues.
I have received many reports over the years I have been on the
Board regarding the quality of the water of some of the Bethel Island
area water systems and concerns regarding the viability and
reliability of some of the systems . Some concerns have also been
expressed regarding water pressure and supply to fight fires and some
lack of fire hydrants for fire fighting.
Many residents are very satisifed with the quality of their
system' s water and do not want to change because the costs are
very economical. A couple of water systems may have recently
completed significant and costly upgrades--in which case itis likely
there would be no desire to switch to another water provider.
If Oakley Water service were cost effective or reasonable in some
cases, the community might realize significant improvements . These
benefits could possibly impact property values in a positive way.
In a few areas of District 5, I am finding great concern by
businesses and homeowners who are suffering from failing well and
septic systems . I have been working with them and with local utility
districts to provide the option of homeowners and businesses
connecting to water and sewer utility districts where we can
economically route the pipelines through their areas .
FISCAL IMPACT: Staff time to conduct initial background
information would be very limited. If the Oakley Water District would
agree to conduct the studies and further information gathering, in
cooperation with any of the interested water companies or other
systems, the county would have no costs . Developments in the Bethel
Island Area consistent with the Specific Plan is required to finance
the needed infrastructure for the expansion, which would therefore
reduce study costs .
