BRAGDON County DIRECTOR OF COMMUNITY DEVELOPMENT s>, DATE: JUNE 4, 1991 SUBJECT: DECLARE OPEN HOUSE FOR COUNTY GOVERNMENT RECYCLING CENTER SPECIFIC REQUFST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Declare June 4, 1991 from 11:30 a.m. to 2:00 p.m. as the OPEN HOUSE for the COUNTY GOVERNMENT RECYCLING CENTER and for the expansion of the County government recycling program; Encourage all County departments and employees located in the downtown Martinez area, the Douglas Drive area, and in Central Service to participate in recycling white and mixed paper, computer paper, newspapers, cardboard, cans, bottles, polystyrene packaging/pellets, and laser printer toner cartridges; Encourage employees in other County facilities to coordinate pickup of cardboard, paper, polystyrene, and other recyclable materials with General Services Department staff. FISCAL IMPACT None to County General Fund. Approximately $25, 000 was used from the Resource Recovery Fees for the purchase of a baler, recycling bags and stands, two fork lifts obtained from State surplus, a pallet jack, and storage bins. A small baler, to be used for polystyrene, and a shredder, for confidential documents, were obtained from the Data Processing Division of the County Administrator's Office. Staffing costs are part of existing budgets; staffing includes current custodial staff, Sheriff's Department Work Alternative assignees, and Social Service Department General Assistance Work Program clients. Department East Bay Conservation Corps (via CDD) BY , DEPUTY LPA:gms . r1:0pcnHa,s.bo OPEN HOUSE, pg. 2 Additional minimal funding from the Resource Recovery Fees will be used to fund a training contract with the East Bay Conservation Corps (EBCC) to train Work Alternative and Work Program participants in recycling activities and to assist them, as approp- priate in obtaining employment in this growing .job market. BACKGROUND/REASONS FOR RECOMIENDATIONS To significantly expand the County Government recycling program, the Community Development Department has worked with the General Services, Social Services, and Sheriff ' s Departments and with the County Administrator' s Office in estab lishing a County Government Recycling Center. The materials which will be recovered from County offices include: white and mixed paper, computer paper, newspaper, cardboard, polystyrene . packaging, .cans, bottles, plastics, and used computer toner cartridges. The Recycling Center is located in the area formerly used for Fleet Maintenance and has been under test operation for three ( 3 ) weeks; in this 3 week period the following materials have been recovered: 6,000 lbs. of white paper (6 bales) ; 4,500 lbs. of cardboard (5 bales) ; 1,200 lbs. of mixed paper (1 bale) ; and, 2 pallets of computer paper. This amount of baled paper and baled cardboard is equal to 14 cubic yards of in-place density in a landfill which is being saved by recycling. The County Government Recycling Center carries out the Board directive from June, 1990,. to expand the County Government recycling program. The Environmental Affairs Committee of the Board supported the inter-departmental coordination and the focus on a multi-material recovery effort, as initially outlined in the Recycling Action Plan. Previously, the County Government recycling program included only white paper. Presently, the expanded multi-material recycling program is serving County .buildings located in downtown Martinez, the Douglas Drive area, supervisorial offices, and the Central Service . office in Concord. Collection of cardboard from Merrithew Hospital and the West County Detention Facility is also included. The County Government Recycling Center is operated by General Services Department staff; custodial staff collect the materials. . Sheriff ' s Department Work Alternative assignees and Social Service Department Work Program clients sort materials and operate the baling equipment. A training program is being developed wht EBCC, as noted, and discussions with haulers/recyclers are underway to provide future employment opportunities for the participants. The availability of .Work Alternative and Work Program participants along with the cooperation of General Services staff affords our program the opportunity to use a labor-intensive recycling effort. Alternative, recycling programs would have required significantly higher expenditures of funds for equipment. Equipment costs for this expanded program were around $25 , 000. Under the June, 1990 Board action, Resource Recovery Fees were used for these purchases. County costs for contractual waste collection services came to $455,000 in 1990-91 . It is expected that the expanded County Government Recycling Program will result in reduced waste collection costs, reduced costs to a number of departments for shredding of confidential. files, and some actual revenue from marketing of the recovered materials. bales
