SUBJECT: FEASIBILITY STUDY FOR A EAST COUNTY REGIONAL SANITATION DISTRICT
SPECIFIC REQUEST(S)OR RECOMMENI AUXI(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. AUTHORIZE Contra Costa County Sanitation District No. 15 participation with Oakley
Sanitary District in the preparation of a feasibility study for establishment of a East County
Regional Sanitation District.
2.- DIRECT the Public Works Director to prepare a Joint Exercise of Powers Agreement
between said districts and the County for completion of the study and to commence the
selection process for retaining a consultant to complete the feasibility study.
3. MODIFY the County's representation on the Oakley-Bethel Island Wastewater Manage-
ment Board to consist of Supervisor Tom Torlakson and one representative from the
Sanitation District No. 15 Advisory Board. J
4. INDICATE the Boards support for joint investigations by all of the east county sanitation
agencies to develope programs for handling the future increases in waste water effluent
including the possibility of recycling.
II. Financial Impact:
The cost of the feasibility study is unknown at this time; however, it is estimated that the total
cost, including staff time, will be between $30,000 and $50,000.
III. Reasons for Recommendations and Background:
Presently, there are six agencies,involved in sanitation activities in East Contra Costa County:
• City of Brentwood
Byron
• County Sanitation District No. 15 (Bethel Island)
• County Sanitation District No. 19 (Discovery Bay)
• Oakley Bethel Island Wastewater Management Authority (OBIWMA)
• Oakley Sanitation District

Due to the size of the open space areas between some of these entities, staff recommends that
the feasibility study be limited to an investigation of merging Oakley Sanitary District, County
Sanitation District No. 15 (Bethel Island) and Oakley-Bethel Island Wastewater Management
Authority into a single Sanitary District. The recently adopted General Plan calls for urbanization
of the Cypress Road Corridor which will eliminate the open space area between these districts.
Currently, the Oakley and Bethel Island systems drain in to the same treatment plant.
Due to the size of the Oakley District (5,000 connections) in comparison to the Bethel Island
District (2,000), the staffs for both entities recommend that the Oakley District manage the
consultant contract. Staff also recommends that the cost of the study be split between the
districts in proration to the number of service connection in each district and that all future
connections to the system also pay a prorate share of the study cost through future connection
charges.
The Oakley Sanitation District staff is currently operating and maintaining the Bethel Island
system under a contract with the County; they are also operating and maintaining the Oakley-
Bethel Island Wastewater Management Authority treatment plant under a joint Oakley Sanitary
District-County contract. Consequently, significant savings in staff operation and maintenance
costs have already occurred. Additional savings can be realized by eliminating two separate
governing boards and the labor costs associated with staffing these meetings and by eliminating
the present administrative-engineering overview by the Public Works Department. A detail
analysis of the savings must be completed; however,the estimated annual savings are expected
to be in excess of $20,000.
Staff has developed the following preliminary list of issues to be investigated in completing the
feasibility study:
o Age and serviceability of the facilities in all entities,
o Detail analysis of costs to operate and maintain the two collection systems (Oakley and
Bethel Island),
o Detail analysis of reserve accounts and outstanding long term debt for each entity,
o Detail discussion of options for community representation on the combined district
governing board,
o Discussion of operating and financial impacts upon the three County Sanitation District
water supply entities located on Bethel Island,
o Detail discussion of the financial impact on operations and maintenance costs for the
Bethel Island force main when the Cypress corridor urbanizes.
Staff recommends that the Board modify the County's representation on the Oakley-Bethel
Island Wastewater Management Authority governing board by designating Supervisor Tom
Torlakson (District V Supervisor) as one of the County's representatives. The second County
representative should be someone from the Sanitation District No. 15 Advisory Board. Taking
into consideration the number of service connections in the two districts (2,000 versus 5,000),
the pending development of the Cypress corridor area, and commencement of a feasibility study
for merging these districts, staff believes a change in representation is necessary and the
change should include the local supervisor as a representative for Sanitation District No. 15 and
the Cypress Road corridor area.
