HomeMy WebLinkAboutMINUTES - 06041991 - 2.2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 4, 1991 , by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson, Powers NOES: None ABSENT: Supervisor McPeak ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: FACT Funding Recommendations The Board received the attached report dated May 7, 1991 from James A. Rydingsword, Social Service Director, transmitting the Family & Children' s Trust Committee (FACT) recommendations on allocation of funds from AB 1733 , AB 2994 and the Ann Adler Family and Children' s Trust Fund. Mr. Rydingsword advised that while there had been nineteen proposals submitted for a total of $1, 300,000, there was only $312 , 000 available for allocation. He noted that the FACT Committee had put in many long hours and he commended them for their efforts. Maridel Moulton, representing FACT, commented on the process used by the FACT Committee in its deliberation of the proposals received in response to the RFP. Cathie Behrendt, 3203 Elmquist Court, Martinez, commented on the valuable service the Family Stress Center provides to foster parents and urged the Board to allocate adequate funding to allow the program to continue. Barbara Bysick, 2086 Commerce, Concord, representing the Family Stress Center, advised that 700 of the children cared for in the respite care nursery are drug babies. She stated that additional funding is vital to continue the program to assist foster parents caring for these children. Ms. Bysick further requested that the Board consider an allocation of $10,000 to allow the Family Stress Center to continue its parent education program, which served 700 clients last year. Tonya Hudson, 2020 N. Broadway, #210, Walnut Creek, . requested that the Board consider the Briar Rose proposal submitted by C.H.A. I .N, eight agencies networking together to help children. Tom Fulton, 1621 N. Broadway, Walnut Creek, Executive Director of the Briar Rose Program, expressed concern that the FACT Committee did not recommend allocation to any networking programs. Kathy Lafferty, 1135 Lacey Lane, Concord, representing the Cambridge Center, commented on the need to expand the Family Preservation concept. She noted that counseling for families and children suffering from severe personal stress is not available except with long waiting lists. Ms. Lafferty stated that the Briar Rose proposal would make such counseling services available to a large number of clients, and urged the Board to find some way to fund their proposal. Helen Hansel, 2023 Vale Road, San Pablo, representing the Rape Crisis Center, commented on the services provided by that agency and urged the Board to consider funding to allow them to continue to offer those services. 1 The Board also received letters from the following persons stating their concern over reduced funding or lack of funding for certain programs: Treva Bess (no address given) Montrue Dee Brusatory, 1264 Monte Vista Ct, Martinez Catherine J. Ertz-Berger, Child Care Council Alden Thorndike Mackay, Turning Point Counseling Center. Supervisor Robert Schroder expressed his concern about not funding programs that had been funded in past years, thus putting those programs in a precarious financial position, and instead funding new programs. He referred to the Families First allocation for the Family Reunification Program and questioned whether there might be programs previously funded that might provide the same services. Supervisor Schroder advised that he would like additional information on the impact on programs that were previously funded but are not being funded this year, and on what services will be provided by Families First that have not been provided by other agencies. He recommended that decision on the allocations be deferred until a further report has been received from the Social Services Director. Supervisor Nancy Fanden concurred with Supervisor Schroder' s request to defer action, but expressed her appreciation to the FACT Committee for their efforts. Supervisor Tom Torlakson agreed to defer decision until. further information is received, but stated that he supports the recommendations of the FACT Committee. He commented on the need for programs such as the parent education program conducted by the Family Stress Center, and requested that staff report back on the availability of Federal and State funds for this type of program. Supervisor Tom Powers referred to statements made relative to the lack of networking programs. He stated that he believes the Family Preservation Project is an attempt to develop such a system, and requested that staff report back further on the networking system. Board members being in agreement, IT IS ORDERED that the following actions are APPROVED: 1. DEFERRED decision to June 25, 1991 on FACT recommended allocations of AB 1733 , AB 2994 and Ann Adler Family and Children' s Trust Fund monies; and 2 . REQUESTED Social Services Director to provide further information to the Board on: 1) impact on programs previously funded that are not recommended for funding under current allocations; 2) what services will be provided by Families First that have not been provided by other agencies; 3 ) the availability of potential funding from Federal and State sources; and 4 ) the networking system developed under the Family Preservation Project. 1 hereby certify that this 19 a true and correct copy of an action taken end entered on the minutes of the cc: Social Services Director Board of Supervi on the date shown. The contracts will be 100% funded by AB 1733 , AB 2994 and the Ann Adler Family and Children' s Trust Fund. REASONS FOR RECOMMENDATION/BACKGROUND The Family & Children' s Trust Committee (FACT) completed an RFP process to allocate AB 1733 , AB 2994 and Ann Adler Family and Children' s Trust funds, as authorized by the Board on February 12, 1991. These funds are to be awarded to private, non-profit agencies for the provision of identified services to abused children and their families and to prevent child abuse. Priority services identified in this RFP are counseling and treatment aimed at family preservation; preventative education; and child care services. Nineteen ( 19) proposals were submitted for a total of one million three hundred thousand dollars ( $1 . 3 MIL) in requests. The FACT Committee is awarding three hundred twelve thousand dollars ( $312,000) for twelve ( 12) month contracts with the option for a one-year renewal depending on availability of funds, provision of quality services, and successful outcomes. The Committee ranked and rated the proposals submitted to make the recommendations specified above.
