FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS In response to Supervisor Fanden's April 23, 1991 request the following report on the extension of Cummings. Skyway has been prepared. Cummings Skyway is a two lane roadway located in western Contra Costa County which extends from State Route 4 northerly to Interstate 80. Cummings Skyway was built in 1958 to serve as a connection between the two highways and serve as a secondary entrance to the Town of Crockett. The extension of Cummings Skyway from its terminus on the westside of Interstate 80 to San Pablo Avenue (old Highway 40) has been identified in the Transportation and Circulation Element of the adopted County General Plan. The purpose of this roadway extension is to provide a new access route to Interstate 80, principally for trucks serving nearby industries. Extension of the roadway would reduce truck traffic on Parker Avenue in Rodeo and San Pablo Avenue in Crockett, and re-direct some regional thru-traffic back onto Interstate 80 which now uses San Pablo Avenue as a bypass route. In addition, . should BART be extended to Crockett, the Cummings Skyway , extension could become an important access road, if a station was to be located either at the junction of Interstate 80 and Cummings Skyway or near the Selby railroad junction. Two alignments were studied in detail, they were: I. Extend the road southwest of the Selby Reservoir and along the side of the hill which slopes down to the southwest from the Selby Reservoir to Wickland oil tank farm and connect to San Pablo Avenue approximately 100 feet to the north of Old Country Road. II. Extend the road around Selby Reservoir to the northeast and continue down connecting to San Pablo Avenue approximately 1500 feet to the north of Old Country Road. Both of these alignments are shown in Exhibit 1. The alignments were examined according to cost, design speed, maximum grades, earthwork, and right of way detail. Each route begins at the existing dead end of Cummings Skyway at Interstate 80 and will connect to San Pablo Avenue at a 'IV intersection. Several variations of alignments I & II were screened and analyzed. The routes depicted in Exhibit 1. represent the final alignments selected for study purposes. Also, given that the road extension would be heavily used by trucks, the 6% grade on II is a key factor in its favor. Another factor to consider in choosing an alignment is aesthetics. Alternative I traverses within 100 feet of an oil tank farm, whereas II is more scenic travelling around a hill and down into a small valley. A funding source for the Cummings Skyway extension has not yet been identified.
