SUBJECT: Approving Plans and Specifications for Pleasant Hill Road Median Barrier
Project No.: 0662-6112548-90, Lafayette Area.
CP# 89-89 and CP# 91-37
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the Plans and Specifications for the project and ADVERTISE for bids to be received
on Wednesday, July 3, 1991, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code, and FIND, on the basis of the initial study and all comments
received, that there is no substantial evidence that the project will have a significant effect on the
environment, ADOPT the Negative Declaration, and DIRECT the Director of Community
Development to file a Notice of Determination with the County Clerk.
DETERMINE that the turnaround portion of the project is a CEQA Class 2c Categorical
Exemption, and DIRECT the Director. of Community Development to file a Notice of Exemption
with the County Clerk.
DIRECT the Public Works Director to arrange for payment of a$50.00 handling fee to the County
Clerk for filing the Notices of Exemption and Determination.

II. Financial Impact:
The estimated contract cost of the project is$231,400, funded by the Federal Hazard and Safety
program (78%) and local road funds (22%).
III. Reasons for Recommendations and Background:
The project consists of installing a concrete median barrier on Pleasant Hill Road north of
Rancho View Drive to replace an existing metal beam guardrail. This will increase safety at a
curve following a steep grade.
To mitigate concerns from the public, a turnaround was added to the project. This turnaround
was not addressed in the initial study.
The project has been determined to be in compliance with the General Plan and the turnaround
portion of the project is exempt from CEQA because it is a reconstruction of an existing facility
involving no expansion of use per Section 15302 of CEQA guidelines.
A Negative Declaration of environmental significance pertaining to this project was published
November 9, 1989, with no protest, and the Board has considered the negative declaration
together with all comments received during the public review period.
The project has been found to.be de minimis in its effect on the environment and is exempt from
the $1,250.00 Fish and Game filing fee.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
IV. Consequences of Negative Action:
If the project is not approved for advertising, it will not be constructed.
