RECOMMENDATIONS:
1. Request the County Counsel to prepare a Resolution or other
appropriate document which will accomplish the following:
A. Prohibit any employee from publicly endorsing the use
of any particular brand name or commercial product
without the prior approval of the Board of Supervisors.
B. Prohibit any employee from publicly opposing the use of
any brand name or commercial product without the prior
approval of the Board of Supervisors.
C. Prohibit any employee from publicly attributing
qualities or a lack of qualities to a particular brand
name or commercial product in the absence of a well
established and widely accepted scientific basis for
such claims or without the prior approval of the Board
of Supervisors. This would include such claims as a
product is "safe for the environment" , is "recyclable" ,
or "cannot be recycled in an economically sound
manner" . This would also include claims that one
product is "better" than another, "less expensive" than
another or "safer" than another product, in the absence
of well established and widely accepted scientific
evidence that such qualities exist.

D. Prohibit any employee from participating or appearing
in any commercially produced advertisement designed to
promote a particular brand name or commercial product,
even if the employee is not publicly endorsing a
product, as long as the employee's presence in the
advertisement can reasonable be interpreted as an
endorsement of the product.
2. Request County Counsel to draft language which can be
included in all personal service contracts entered into
by the County which prohibits substantially the same
actions prohibited above on the part of employees.
3 . Request County Counsel to return to our Committee with
a report on this subject on July 15, 1991.
BACKGROUND:
On May 7, 1991, the Board of Supervisors referred to our
Committee a recommendation that our Committee review the
need for a policy which would further regulate employees in
regard to their endorsing or opposing particular brand names
or commercial products.
On June 17, 1991 our Committee reviewed the attached
memorandum from the Director, Growth Management and Economic
Development Agency and also received suggested input from
the County Counsel's office. As a result of our discussion,
we have made the above recommendations, which we believe
will provide staff with more precise parameters within which
to prepare a policy for consideration by our Committee and
eventually the Board of Supervisors.

The Growth Management and Economic Development Agency will,be preparing a media
guide to circulate among staff. It will contain discussion of the following items which
includes employee endorsement:
1. Encounters with the press.
2. Information dissemination.
3. Articulation of County policy.
4. Employee endorsements.
5. Response to inaccurate or unfavorable reporting.
6. Whistleblowing
The purpose of this text will .be to prepare administrative policy and context. It will be
prepared and reviewed by Department Heads prior to distribution. It can be forwarded to
the IO Committee prior to distribution as well. There is no objection to the proposal made
by Assistant County Counsel Walenta (6/6/91) regarding employee endorsements.

The only issues I have regarding authorization for employee endorsements are (1) whether
the Board can delegate its endorsement authority to a committee or does every item come
back to the full Board, and (2) if an employee is asked how well something works as news,
can the employee express their own opinion.

SUBJECT: Draft Public Information Program
In October 1990, the Board of Supervisors requested the development of a County Public
Information Program, and, in doing so, referred the issue to the Internal Operations Committee.
Subsequently, the County Administrator convened a committee of departmental, representatives
(Community Services, Social Services, Community Development, Health Services, Library,
Sheriff/Coroner, Central Permit Bureau and County Administrator's Office) to develop a
proposal on the new public information program. In December 1990, Supervisor Sunne McPeak
met with the Committee to outline the Internal Operations Committee's expectations that the
program would include: multi-media outreach; a pro-active approach on major issues; increased
emphasis on public information; and a strategic plan/work program to guide the effort.
With these directives in mind, the Committee prepared

The Committee reviewed the material with the department heads at their April 25, 1991 meeting,
requesting their review and comments. The program proposal was subsequently modified to
reflect those comments. In addition, the Mid-Managers Committee reviewed the Public
Information Proposal and responded with support in concept. Following 10 Committee review,
the Committee would like to present the final program proposal to the Department of Health at
their June 27, 1991 meeting and then to the Board on July 9, 1991.
The Public Information Committee strongly supports an expanded emphasis on public
information for Contra Costa County. We hope that our proposal meets the expectations of the
Internal Operations Committee; however, we also recognize that it is a first attempt at such an
effort and will, consequently, need to evolve with time and experience.

STATEMENT OF NIISSION, GOALS, OBJECTIVES
FOR PUBLIC INFORMATION
MISSION
Increase public and employee understanding of Contra Costa County's function, its
challenges and its achievements.
I. GOAL: Develop and maintain a comprehensive multimedia public information
capability.
Objectives: 1. Define the role and the responsibility of each department in public
information.
Actions: a. Adopt County policy on public information.
b. Adopt guidelines for department staffing commitment for
public information.
C. Adopt a structure for coordination of department public
information activities.
2. Develop a system for reviewing, prioritizing and assessing overall and
departmental public information activities.
Actions: a. Adopt an annual public information strategic plan.
b. Integrate public information into annual department goals and
objectives.
C. Report on public information activities to the Board annually.
3. Provide employees with resources and training on public information.
Actions: a. Develop and conduct employee public information training.
b. Continue toprovide training on Contra Costa TV video(CCTV).

H. GOAL: Increase the quality and level of media,coverage of the County.
Objectives: 1. Provide public information that links regularly scheduled events with
department programs and services.
Actions: a. Establish a prioritized and chronological list of annual events
and issues ("week of", "month of") and department
responsible for related public information.
b. Establish guidelines for public information for special events
and conferences.
2. Establish guidelines for media outreach (print, radio, television, Contra
Costa TV) on new or enhanced programs and services.
Actions: a. Develop a handbook that outlines media outreach activities by
type of media and program/event.
b. Develop guidelines on timely department responses to specific
news coverage(letters to editors, editorials)as appropriate.
C. Encourage departments to produce at least one CCTV program
each year.
d. Encourage production of video programs in public waiting
areas.
e. Establish guidelines to ensure that media outreach activities are
culturally sensitive and appropriate to groups with special
communications needs.
3. Identify anticipated high-visibility issues and related strategies for media
relations.
Actions: -a. Develop a department public information program strategy on
major long-term issues' for review by the appropriate Board
Committee and/or CAO.
b. Coordinate public information with other affected agencies.
4. Develop coordinated approach for handling unanticipated events.
Actions: a. Establish guidelines and procedures to clarify roles,
responsibilities and media focus and incorporate disaster
training offered by the Office of Emergency Services.
III. GOAL: Increase employee participation in public information outreach.
Objectives: 1. Increase employee knowledge of County issues and programs.
Actions: a. Encourage departments to submit articles on programs,
services, employee activities and issues to the Employee
Newsletter.
b. Identify department spokespersons responsible for responding
to employee information needs.
C. Report to employees regularly on budget and other countywide
issues via newsletters/bulletins and department meetings.
d. Encourage all departments to issue department newsletters or
update bulletins.

2. Encourage employees to identify public information needs and support
public information efforts.
Actions: a. Encourage employees to suggest public information outreach
needs and provide appropriate guidelines to solicit this input.
b. Establish an employee speakers bureau.
3. Develop coordinated approach for handling events.
Actions: a. Establish guidelines and procedures to clarify the roles and
responsibilities of County employees for public information
outreach.

STRUCTURE FOR THE COUNTY PUBLIC INFORMATION PROGRAM
The countywide public information effort could be structured in many ways; however, at this
time, itis assumed that resources are not available for a public information officer to act as the
coordinating agent. Consequently, every department will need to take a greater responsibility
for public information. The following structure is presented to stimulate discussion:
1. Each department shall develop a public information component to its yearly goals and
objectives.
2. Each department shall designate a public information contact person (more than one may
be needed for large departments).
3. Selected department representative shall be members of a public information coordinating
committee, which shall be responsible for compiling a yearly public information strategic
plan (based on department goals and objectives and input from County Supervisors),
presenting the strategy to the Board for review and approval, coordinating public
information activities and advising on public information matters.
4. Each department representatives shall act as the media spokesperson for the department,
providing guidance and support to the department's media effort.
5. Each department shall regularly compile a summary of its public information activities
for use by the CAO, Board and committee in reviewing past public information activities
and developing future strategic plans.
6. The County's training program shall develop a series of classes in media relations which
will be mandatory for committee members and available to appropriate staff.
7. Financing of department efforts and the training program needs to be considered. In
addition, the time commitment of each committee member should be made explicit so
that each department is fairly contributing to the overall countywide effort.
8. The public information coordinating committee shall be responsible for:
• developing guidelines for department public information programs.
• developing guidelines for special events/conferences;
• preparing a handbook on media outreach activities;
• developing guidelines on timely responses to specific news coverage;
• developing guidelines for handling unanticipated events;
• maintaining/distributing a list of media resources;
• establishing an employee speakers' bureau;

CONTRA COSTA COUNTY
POLICY ON PUBLIC INFORMATION
The Contra Costa County Board of Supervisors is committed to providing the public full and
timely information on the functions and activities of the County government ,its departments and
divisions, advisory boards and committees.
The County conscientiously pursues and practices an open Public Information Program, an
�- integral part of which consists of contacts with our departments, the general public, other
governmental agencies and the news media. The purposes of such contacts is twofold: (1) to
determine the needs and opinions of those the County serves and (2) to help build public
understanding of County programs, benefits and services.
All County departments, divisions and programs are required to keep the public informed in a
timely and factual manner about significant policies, activities, events and organizational and
procedural changes. All departments will adopt an annual public information strategic plan. All
departments will designate a spokesperson. All departments will integrate public information
into their annual departmental goals and objectives. And, all departments will report to the Board
annually all public information activities.
Contacts with citizens and the media must be timely to be effective. Responding to requests
from representatives of the news media should be regarded as a priority activity. Those
employees who regularly receive telephone messages from the media must instruct any other
person who is taking calls that whenever the primary contact person cannot be reached or cannot
be interrupted, a back-up "responder" should be made available.
Cooperation and responsiveness are the keynotes of personal contacts. This approach to public
service is to be supported As required, department heads are to make available employee
training in public contact skills.
Information to be disseminated shall be coordinated by the spokesperson in the department.
Information and personal contact with specific groups or individuals shall be handled by the
department or division concerned.
Departmental funding and staffing for the spokesperson shall be fealisfieal4y allocated and
implemented as required. -

TRAINING FOR DEPARTMENTAL PUBLIC INFORMATION REPRESENTATIVES

would be particularly useful for small cities which do not have public information staff and/or
training opportunities.

Curriculum would be developed jointly by Training Institute staff and personnel and/or
consultant experienced in these issues and who have high profile positions within County
government.
It would be-reviewed by the Management Council.
Teaching staff would be those designated as qualified by Training Institute staff and the
Management Council.

SPEAKERS BUREAU
The purpose of the Speakers Bureau is to provide informed speakers
to employee and community groups.
The Public Information Committee will organize, oversee and
maintain the Bureau. Each department head will identify available
speakers from among department staff and various speech topics.
Each department will keep a Speakers Data Sheet (see attached) on
each speech offered by a staff member.
The Committee will develop a brochure describing the Speaker's
Bureau (see attached example) . The brochure will be distributed to
departments and to community groups . Groups interested in hearing
a Bureau speaker will contact the department directly using phone
numbers listed in the brochure.

County Video Workshops

Video workshops are offered to encourage the use of Community Television to educate
• end inform the general public. The workshops are funded through the Community
Access Trust Fund with a portion of the Franchise fees received from each cable
company franchised by the County. Workshops are offered free to County employees
who plan to produce a video for airing on Community Television.
Fourworkshops are in the series. Each is offered quarterly. A brief description follows:
Basic VideoTIraining Mrk _ (2 days, 6 hours per day)
This workshop gives an overview of Community Access and how to plan a Video
Production. It covers script writing, camera work, editing and distribution of
tapes.
Pre-Production W rkshop - (1 day, 6 hours) (Prerequisite-Basic Video Training Workshop)
This workshop covers the first steps of video production: development of an idea
into a video, script writing and storyboards (which links pictures to the script).
Production Worksho2 - (3 days,6 hours per day)(Prerequisite-Basic Video Training Workshop)
This workshop provides hands on training with cameras(both remote and studio
situations), lighting and audio.
POS -Production Workshop - (4 days, 4 hours per day) (Prerequisite - Basic Video Training
Workshop)
Tlis workshop covers the completion of a program: logging tapes, developing
an editing plan and editing on 3/4" equipment. Character and special effects
generators are also used in the workshop.
The class completes one PSA (Public Service Announcement) during the
workshop (usually a student's project).

Video Grants
Cctv FY 1990-91
]Purpose: Tt,- purpose of the CCTV (Contra Costa Television) Grant Program is to
encourage the meaningful use of Community Television to inform, train, and serve the
citizens of Contra Costa County. The grants are funded through the CommunityAccess Trust
Fund with a portion of the franchise fees received from each Cable Company franchised by
the County.
Funds Available: Grant funds are available to County Departments or Districts governed by
the Board of Supervisors as follows:
♦ $500 for a PSA(Public Service Announcement);
♦ a maximum of$1,000 for a 10-minute production;
♦ a maximum of$2,000 for a 20-minute production; and
♦ a maximum of$3,000 for a 30-minute production.
A maximum of$24,000 in grant funds is available for FY 90-91.
Use of Funds: Grant funds may be used for all production costs (i.e., camera and editing
assistance, tape duplication (including 3 - 3/4" tapes for airing on Community Television),
promotion,video and audio enhancements). County staff time cannot be included. Since the
purpose of the grants is to promote local programming, grant funds may not be used for
training videos unless part of the video will be shown on Community Television.
Payment of Funds: The Cable Franchise Administration Office will make payments as
follows:
One-third of the amount granted will be provided upon signing the Grant Agreement and
submitting a payment request in writing to the Franchise Administrator. Succeedinc
payments will be made upon receipt of a memo requesting either a transfer of funds to L'1�
grantee's budget unit with invoice copies attached or a request for payment of illi oices 10-

Future Use of Video: The grantee shall provide the Cable Franchise Administration Office
with one 3/4" and one 1/2" copy of the completed program for future use on CCTV. The
Office reserves the right to use and reproduce this video without payment as a result of the
grant activity.
Additipual grant support: To ensure quality programs, the Office provides additional
supportservices to recipients of County grants:
1) Workshops: Five workshops are offered as needed free to grant recipients:
♦ Basic Video Training;
♦ Pre-Production;
♦ Production;
Post-Production; and
♦ Amiga(graphics).
2) Advanced Training: Offered as needed for groups. On an individual basis,
funding is available for additional training through local community colleges
and BACC (Bay Area Video Club).
3) Equipment: The following video equipment is available on a first-come,
first serve basis, at no charge to grant recipients:
1/2" CamCorder,3/4" 3 Tube Industrial Panasonic Camera and Deck,5"
Color Monitor, Lights, Stands, Microphones, video cart and ancillary
equipment. In 1988 3/4" editing equipment, and an additiona': 3/4 ",
camera was purchased. In 1992 a studio facility should be availa'ie.
