ADOPTION
5u—ADOPTION OF POLICY TO PROVIDE THE CLOSEST AVAILABLE EMERGENCY
SUBJECT: UNIT ON AN AUTOMATIC DISPATCH BASIS WITHOUT REGARD TO
JURISDICTIONAL BOUNDARIES AND PROVISION FOR INCIDENT COMMAND
IN SUCH CASES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Request the Chief, Contra Costa Fire Protection District, to
incorporate. in the "Services and Responsibilities" section
of the pending Agreement for Emergency Dispatch Services,
substantially the following language:
"Agency station code areas, response orders and
CAD response system will. be developed to provide
for closest available unit(s) being dispatched,
regardless of jurisdictional boundaries."
"Also, first arriving unit officer shall assume
incident command unless relieved by a chief
officer or jurisdictional agency unit officer."
2. Request Chief Little and Chief Maxfield to make themselves
available to the Pittsburg and Antioch City Councils, at the
city' s request, to explain the impact of these proposed
changes on service to residents of the cities.
3 . Request Chief Maxfield and the Director of Personnel to
offer to meet and confer with Local 1230-, solely for the
purpose of clarifying the implications of these changes in
policy, recognizing that the County need not negotiate over
the number of incidents a fire fighter may be expected to
respond to while on duty.
4. Remove this item as a referral to our Committee.

BACKGROUND:
On May 7, 1991, the Board of Supervisors referred to our
. Committee., at the request of Supervisor Torlakson, a
recommendation that the County adopt a policy that the closest
available fire unit would be dispatched to an incident,
regardless of geographic boundaries.
On June 17, 1991 our Committee met with Chief Maxfield (Contra
Costa County) , Chief Little (Riverview) , Chief Whitener (Bethel
Island) , Assistant Chief Cullen (Contra Costa County) , Mike
Price, President of Local 1230, and other staff members.
Chief Maxfield and Assistant Chief Cullen reviewed the proposed
policy, which is still being developed and noted the specific
language that they recommended the Board of Supervisors endorse.
It was noted that in a recent incident in Oakley, Bethel Island
was dispatched and arrived approximately 3 minutes earlier than
did Oakley. This is the entire intent of the proposed policy -
to insure the fastest and most appropriate response to any
citizen of the County in terms of a fire or medical emergency.
Chief Little indicated that his agreement with the cities of
Pittsburg and Antioch are that a Riverview unit would respond to
all calls. Chief Little admitted that in terms of the city
limits of Pittsburg and Antioch there is very little likelihood
that a unit from another district would be dispatched unless
several Riverview units were already occupied. By the same
token, however, the cities may be reluctant to have their
Riverview units dispatched to locations outside the district.
Mike Price noted that while he supported the proposed policy, the
implications of the policy had not been discussed with members of
Local 1230. Chief Whitener indicated his, full support for the
policy.
Assistant Chief Cullen noted that the problem presently is that
in order for a unit from another district to be dispatched to an
incident in another district, the other district must initiate a
mutual aid request, which itself takes time,. Automatically
dispatching the closest unit avoids this potential delay as well.
Our Committee supports the proposed policy and is, therefore,
recommending that the Board of Supervisors endorse this language.
We are also asking that appropriate conversations be held with
Local 1230 and that the Chiefs of Contra Costa County and
Riverview offer to make an appearance at the Antioch or Pittsburg
City Council meetings to further explain the impact and
implementation of the proposed change.
