THE BOARD OR SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on _June 25, 1991 by the following vote:
AYES: Supervisors Schroder, Torlakson, Powers
NOES: Supervisor Fanden
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Hearing on the Proposed Business License Taxes Ordinance
The Chair convened the hearing on the proposed Ordinance imposing
business license taxes including the exemption of business engaged in raising
livestock, poultry, or growing agricultural products for sale or disposal by
the growers themselves. The proposed ordinance was introduced on Thursday,
June 20, 1991, and is to be applicable in the unincorporated area of the
County.
The Chair opened the hearing and the following persons spoke:
Paul Katz, Local 1, P. O. Box 222, Martinez;
Don Kalgaard, P. 0. Box 522, Rodeo;
David Ninomiga, Contra Costa Farm Bureau, 506 Brookside
Drive, Richmond;
J. Peter Hartstra, 1126 Temple Drive, Pacheco;
Theodora Robertson, Crockett Chamber of Commerce, 885 Loring
Avenue, Crockett;
Darlyne Houk, Contra Costa Association of Realtors, P. O. Box
5207, Walnut Creek; and
Dan Robertson, Crockett Signal, 37 Baldwin Avenue, Crockett.
All persons desiring to speak were heard.
At the conclusion of the discussion on this matter, IT IS BY THE BOARD
ORDERED that the hearing on the proposed Ordinance is CLOSED, and June 26,
1991, is FIXED as the time for adoption.

Ref: Proposed Contra Costa County Business Tax
Dear Nancy,
Crockett has been witness to the closure of numerous small businesses
this year alone. Several of the remaining small businesses in Crockett
are already on the brink of financial disaster due to the recession.
The Crockett Chamber of Commerce feels that the small businesses of Contra
Costa County could not withstand an additional tax at this time due to a
fragile economy.
We, therefore, urge you and the other members of the County Board of Super-
visors to vote "NO" on the proposed Contra Costa County Business Tax.

Dear Nancy:
On behalf of the Rodeo Chamber of Commerce Board of
Directors, we wish to again thank you for your support in
opposing the Business License Tax.
We agree that many small businesses cannot afford another
tax imposed on a business that is barely hanging on, and
Rodeo has some of these.
We also feel that if this tax is passed, it should certainly
be allocated directly to the city it was generated from,
and not to the general fund.

Dear Ms . Fanden,
We appreciate your position of - opposition to the current
county business license tax proposal.
While the current proposal for business license taxes in
the unincorporated area of the county is an improvement
over the original formula, we still feel that trying to
balance the county budget on the backs of the small businesses
is wrong . The board is asking us to pay into the general
fund with no linkage between the source of this money and
the purchase of services and/or benefits to the benefactors '
needs or geographic area.
Our request is that you:
(a) Do not approve this imposition of the business license
tax, and
(b) If you do decide to take more monies from the small
businesses that are already supporting the courlty
budget, please spend the funds collected on the area
from whence it came.

RE: Proposed tax on unincorporated area businesses
Dear Supervisors,
As President of The El Sobrante Chamber of Commerce, I wish
to express an opposition to an ordinance that would allow the
imposition of an annual fee and per employee tax on
businesses located in unincorporated Contra Costa County. It
is my understanding that this ordinance is to be introduced
and voted on by the Board of Supervisors prior to the
possible July 1, 1991 deadline .
If such tax is ultimately assessed, we ask that a percentage
of the monies collected be returned to El Sobrante for both
the community and business welfare .
