June 25, 19 91 SUBJECT: Authorize Kensington Fire Protection District to Join the County' s Self-insured Workers' Compensation Program SPECIFIC REQUEST S( OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize Chairman, Board of Supervisors, to accept Kensington Fire Protection District into the County' s Self-insured Workers' Compensation Program effective July 1, 1991 . BACKGROUND: On June 27, 1989, the Board of Supervisors accepted Kensington Fire Protection District to participate in the County Fire Protection Districts' Public Liability and Property Damage Self-Insurance Programs. Kensington Fire Protection District has been insured for workers' compensation through the State Compensation Insurance Fund for many years. Their loss history has been very favorable except for two recent large claims. The State. Compensation Insurance. Fund announced the annual premium will be increased from $59,000 for 1990/91 to approximately $110,000 for the 1991-92 fiscal year. Kensington' s premiums are expected to remain high for a minimum of three years due to the experience modification adjustment. Kensington has requested authorization to join the County' s Self-insured Workers' Compensation Program because their premiums will be significantly lower and they are impressed with the County' s in-house claims handling and loss prevention programs. FINANCIAL IMPACT: Although there is an exposure to loss, Kensington' s. loss history has historically been very favorable and should be. a good addition to the County' s Program. Also, the County' s Workers' Compensation trust fund will receive additional revenues. Kensington Fire Protection District will save monies which would have come from the Augmentation Fund. The County' s charge to the District for the fiscal year 1991-92 will be approximately one-half what would be charged by the State Compensation Insurance Fund..
