SUBJECT:APPROVAL OF PERSONAL SERVICE CONTRACT TO PROVIDE YOUTH SERVICES
COORDINATOR SERVICES TO THE COUNTY
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Approve and authorize the County Administrator to execute on
behalf of the County a contract with Katherine L. Armstrong
to perform services as Youth Services Coordinator during the
period July 1, 1991 through June 30, 1994 in the amount of
$50 , 000 per year.
2 . Authorize the County Administrator to identify and encumber
prior to June 34, 1991 all funds required to meet the
payment limit of the contract for the entire three-year
period,
3 . Authorize the County Administrator to negotiate a service
plan and payment provisions for the second and third years
of the contract and to append those documents to the
approved contract.
4. Request the County Administrator to make status report to
the Board of Supervisors on the progress being made under
the terms of this contract as events warrant such progress
reports.

BACKGROUND:
As the Board of Supervisors is aware, the departments which
comprise the Youth Services Board (Social Services, Health
Services, Probation, Juvenile Court, Superintendent of Schools
and County Administrator) have been working closely together to
better coordinate services to families and children and attempt
to identify and implement innovative service delivery systems.
Most recently, the concept of Family Preservation has been
developed and implemented on an inter-disciplinary,
inter-departmental basis.
There remains a great deal of work to be accomplished in moving
toward earlier identification of problems and preventive
intervention which will preclude or reduce the need for intensive
and expensive intervention by government later in the process.
In order to oversee this effort and to assist staff to develop
work strategies and plans which will further these objectives, we
have identified a need for an individual to be able to work on
these tasks .
We have identified foundation funds and other money which are
available from existing budgets which can be dedicated to fund
this contract. To insure the necessary continuity of services we
are asking that all of the funds for the entire three year period
of the contract be encumbered now.
The specific goals, objectives and tasks which will be performed
under this contract are spelled out in more detail in the Service
Plan which accompanies and is a part of the contract. This
service plan details the work to be accomplished during the first
year of the contract in some detail. The precise tasks to be
performed during the second and third years of the contract will
need to be evaluated and developed or revised based on the
achievements of the first year. Therefore, we have requested the
authority the develop such service plans and payment provisions
for the second and third year of the contract.
