SUBJECT: . THE HOMELESS AT 847 BROOKSIDE DRIVE, RICHMOND AND TO EXTEND
HOMELESS WOMEN'S SHELTER IN RICHMOND
I. RECOMMENDATIONS:
A. DECLARE AND FIND, pursuant to Public Resources Code Section 21080
(b) (4) , that the continued temporary use of trailers for housing the
homeless of the County at 847 Brookside Drive, Richmond, is
necessary to prevent or mitigate an emergency, as defined in
Public Resource Code Section 21060.3, thereby exempting such
action from the requirements of the California Environmental
Quality Act (CEQA) as an emergency project.
B. DIRECT AND AUTHORIZE the Executive Director of the Housing Authority
of the County of Contra Costa, on behalf of the County, to execute
amendments to the following contracts:
(1) An Amendment of Contract No. 20-893 with Shelter, Inc. to extend
the operation of the 45-bed temporary trailers for housing homeless
individuals in North Richmond, from July 1, 1991 to July 31, 1991.
(2) An Amendment of Contract No. 20-846-2 with the Volunteers of America
(VOA) to extend the County's use of the 12-bed women's shelter in
Richmond from July 1, 1991 to July 31, 1991.
C. DIRECT AND AUTHORIZE the Executive Director of the Housing Authority of
the County of Contra Costa and the Sheriff to execute an amendment to their
Interdepartment Agreement to add the Work Furlough Center's provision of
meals to persons residing at the trailer shelter at 847 Brookside Drive,
Richmond from July 1, 1991 through July 31, 1991.

II. FINANCIAL IMPACT:
The anticipated cost to extend each of the two temporary emergency
shelters for the time period described is as follows:
1. 45-bed temporary trailers-Shelter, Inc. - $35,296
2. 12-bed women's shelter-Volunteers of America - $6,570
TOTAL: $41,866
These costs will be funded by General Funds and Federal/State Homeless
Grants.
III. BACKGROUND:
A. Specific actions necessary to prevent or mitigate an emergency are
exempt from the requirements of CEQA.
B. The reasons for declaring and finding that the continued temporary
use of trailers for housing the homeless at 847 Brookside Drive,
Richmond, is an emergency project exempt from the requirements of
CEQA are as follows:
1. There is an urgent need to maintain the availability of the
45 beds in the temporary trailer shelter at 847 Brookside
Drive, Richmond, for homeless indigent residents seeking
shelter.
2. The Winter 1990-91 Shelter Program for Homeless Single Adults
approved by the Board of Supervisors provided for 100 shelter
beds at the Siemens Building in Walnut Creek, in addition to
the 56 beds at the County Shelter at 8458 Brookside Drive,
Richmond, and the 12 beds for single women at the VOA Shelter
in Richmond. The Board of Supervisors also authorized the
emergency use of the 45-bed temporary trailers at 847 Brookside
Drive, Richmond for housing the homeless of the County through
June 30, 1991.
3. The shelter at the Siemens Building has ceased operations.
4. The continued use of the trailer shelter at 847 Brookside
Drive, Richmond will maintain the availability of 45 beds
for homeless indigent residents seeking shelter.
C. Those staying at this trailer shelter will receive intake, screening,
and daytime case management services at the trailer.
