SUBJECT: Contract With Battered Women' s Alternatives, Inc. For the Period July 1, 1991
through June 30, 1992
. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize the District Attorney to execute, on behalf of the County, a contract with
Battered Women's Alternatives, Inc. , including any extensions or amendments thereto,
for the period July 1, 1991 through June 30, 1992, provided the following payment
limit is not exceeded as shown below:
Sources of Funds Amount Not to Exceed
General Fund (Budet Unit 0242) $140,657
Non-General Fund ?Budget Unit 0585) 74,290
. TOTAL $214,947
II. FINANCIAL IMPACT
None. Funds for this contract are included in the County's 1991-92 Proposed Budget.
The $140,657 in County General Fund money is included in the District Attorney's
Office budget. The non-General Fund money is included in the Proposed Budget for
Budget Unit 0585, which is a fund whose revenue is generated by a fee of $19 on each
marriage license issued in the County. This marriage license fee is levied in
accordance with Welfare and Institutions Code Sections 18291 to 19307 and SB 1330
(Chapter 522, Statutes of 1982) . The use of these funds is restricted by law to the
support of domestic violence victim assistance programs.
The contract contains a condition that states that the contract will be terminated
without notice should no funds be appropriated for this service. in the County's final
budget for 1991-92. It will also contain a provision for immediate reduction of the
payment limit should the marriage license fee no longer be forthcoming or if
collections fall below anticipated levels.
III. REASONS FOR RECOMMENDATION/BACKGROUND
This contract provides for the continuation of funding of needed spousal abuse
assistance services by Battered Women's Alternatives, Inc.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve this request will result in the reduction or loss of services
provided by Battered Women's Alternatives, Inc. , to the citizens of this County.
Because the County is a major source of funding for that organization, program
operations would be drastically reduced and many staff members laid ofd if County
funding for 1991-92 is not forthcoming.
