III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 5, 1990, your Board approved distribution of a Request for
Proposal (RFP) for Emergency Ambulance Service; directed the Health
Services Director to report back to the Board on the recommendation
for emergency ambulance service providers for Emergency Response
Areas 1, 2, 4, and 5; and authorized the Health Services Director to
extend the existing emergency ambulance service agreements
(including Ambulance Service Agreement #23-055-4, as amended by
Contract Amendment Agreement #23-055-5 and extended by Contract
Extension Agreements #23-055-6 and #23-055-7 with San Ramon Valley

standards for ambulance service based upon the Measure H Service
Plan for enhanced emergency medical services and established a
process for proposal review.
On September 11, 1990, your Board approved the selection of San
Ramon Valley Fire, as one of two agencies, to provide emergency
ambulance services and authorized the Health Services Director to
negotiate contracts based upon the proposals submitted by these
agencies. Negotiations have been completed and the new Ambulance
Agreement format has been approved by County Counsel. Therefore,
the Department is requesting approval and execution of Ambulance
Service Agreement #23-055-8 with San Ramon Valley Fire Protection
