SUBJECT: REPORT ON MEETING WITH CHILD CARE TASK FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Authorize. the Chairman to write to the following identified
officials urging that they adopt the broadest possible and
most inclusive measure of "low-income children10 , rather than
relying simply on the number of children who receive AFDC.
This letter should be sent to Governor Pete Wilson, Assembly
Speaker Willie Brown, Senator Rebecca Morgan, Superintendent
of Public Instruction Bill Honig, Secretary of Child
Development and Education Maureen DiMarco, Secretary of
Health and Welfare Russell Gould and members of this
County's legislative delegation.
2 . Direct the Clerk of the Board to fix August 13 , 1991 at
1.1: 00 A.M. for the hearing required prior to the adoption of
the priorities which are being developed by the Child Care
Task Force.
BACKGROUND:
The Board of Supervisors has appointed a Child Care Task Force to
develop priorities for the expenditure of the new federal child
care dollars which are being made available this year. The plan
for the expenditure of these funds has to be forwarded to the
State by August 28, 1991. The Task Force has had two meetings to
date and is planning to meet every two weeks until the middle of
August. Because of the deadline for submission of the plan to
the State and the fact that the Board is not scheduled to meet on

August 20 and August 27 , we are recommending that the Board agree
to conduct a hearing on August 13 . At the conclusion of that
hearing we will suggest that any changes the Board thinks
appropriate be incorporated into the priorities and that the plan
be approved, subject to final approval by the Task Force at their
meeting on August 19.
We were advised at the Task Force ' s meeting on June 10, 1991 that
some thought is being given to using the number of AFDC children
in a. county as the sole basis for determining allocations of
funds from the. Child Care and Development Block Grant. Members
of the Task Force pointed out that this is not an accurate
measure of the total number or proportion of the children in the
community who are low-income and therefore eligible for services
from this Block Grant. Counting only the number of AFDC children
ignores all low-income working families with two parents in the
home where there may be a desperate need for quality child care
and an absolute inability to finance such child care. Therefore,
the Task Force has asked our Committee to recommend that the
Board of Supervisors send letters to a variety of members of the
Administration and Legislature in an effort to insure that the
most inclusive measure of low-income children is used in
allocation funds. For Contra Costa County, the use of AFDC
children rather than broader measures could reduce this County' s
allocation from as much as $3 million a year to only $1 million a
year.
We will continue to report to the Board after each meeting of the
Task Force until the plan is completed and ready for the Board's
approval.
