RECOMMENDED ACTION: APPROVE the revised Policy and Procedure Governing the Section 8 Existing Housing Certificate and Voucher Programs and the Moderate Rehabilitation Program to include Shared Housing, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: None at this time. III. REASONS FOR RECOMMENDATION/BACKGROUND: In establishing its Administrative practices for the Section 8 Certificate, Voucher and Moderate Rehabilitation Programs, the Housing Authority of the County of Contra Costa adheres to guidelines established by the Department of Housing and Urban Development (HUD) . Through legislative authority, HUD permits assistance in shared housing arrangements for eligible families participating in the various Section 8 programs. Administering a shared housing program is optional and should the Housing Authority, at any time, wish to change its decision to include shared housing in its program, it has the authority to do so. Shared housing will provide additional hous.ing opportunities for elderly, disabled and handicapped individuals capable of independent living. It will also provide financial support to elderly homeowners, who may 6e living alone in a larger home and have only a retirement income, should they choose to participate in the program. Families may also participate in the program if they should so choose. Under the Individual Lease Shared Housing arrangement, there is a separate HAP Contract between the Housing Authority and the owner for each assisted family. Assistance may be provided for one or more families in a shared housing unit. Each assisted family under the Individual Lease Shared Housing has a separate Voucher/Certificate, lease and contract, rent. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve this revised policy, any and procedure, which has been revised to include Shared Housing, additional housing opportunities for elderly, disabled and handicapped individuals capable of independent living will be lost.
