SUBJECT: REQUEST BY USAir EXPRESS FOR 6:30 A.M. DEPARTURE

I. Recommended Action:
The Public Works Director recommends that the lease with USAir Express be modified to
authorize a 6:30 a.m. departure from Buchanan Field Airport utilizing the Beechcraft B1900
aircraft only.

III. Reasons for Recommendations and Background:
USAir Express advises that local business travelers have asked for an earlier arrival at Los
Angeles International Airport so that they may arrive in downtown Los Angeles by 9:00 a.m. A
6:30 a.m. departure from Buchanan Field Airport would connect in Los Angeles to USAir's
nonstop to Charlotte North Carolina a major hub with connections to almost 80 cities. They also
noted that fares to Charlotte are the same from Concord, San Francisco, or Los Angeles. A
6:30 a.m. departure would allow convenient direct and connecting service to Orange County and
San Diego.
We have evaluated all airline complaints since March 2, and find that we have received no
complaints on the B1900. There has been at least one of these aircraft flying every day since
April. The airline complaints have dropped from 24 during the same period last year to 8 this
year because of the change from all jet aircraft to turbo prop aircraft. All of the complaints were
on the Dehavilland Dash 8 and most came from one individual.

This aircraft will be an originating aircraft and will be flown in the night before so there will only
be a departure at 6:30 a.m. USAir Express will direct their flight crews to make every effort to
utilize runway 32R for departure on this flight except when necessary to utilize a different runway
in the best interest of safety.
