SUBJECT: Support for the 30 Z Line Bus Service from West County to Martinez � �`1
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Direct the county representatives on the Contra Costa Transportation
Authority (CCTA) to pursue all avenues possible to provide funding for
the 30 Z line which provides, a vital public transportation link between
West County and the county seat in Martinez.
2. Request Contra Costa Transportation Authority members to seek
$32,000 from the CCTA Budget.
BACKGROUND
The 30 Z line started as a demonstration project to provide a critical
public transportation link for West County residents who- need to get to
the county seat in Martinez. This service was deemed to be particularly
important as a means of relieving a racial imbalance in jury selection.
However, it is clear that low income residents and seniors use the
service as the only practical means of utilizing vital county services
like Merrithew Memorial Hospital. For the past several years, the County
has provided 20 percent of the needed funds for this service with the
balance coming from other transportation agencies. Efforts have been
made to secure funds from the Contra Costa Transportation Authority;
however, the Authority initially refused to fund the service because it
is an "existing service." Clearly this is not the case as it has been a
demonstration project since its inception.
