SUBJECT: CREDIT CARD DONATION PROGRAM
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
1 . Consider developing a Contra Costa County VISA or Master Card
program to provide an opportunity for -the public to contribute to
youth service programs when making ordinary credit card purchases .
2 . The Social Service Director should investigate entering into
such a program with VISA or MasterCard whereby 1% of the 3% service
charge paid by merchants would go into an interagency youth/family
centered fund. Distribution of the funds would be made by Board
agreement.
Background:
VISA has a program called, "Working Assets VISA" , which has
been getting a lot of attention because it is designated for family
centered programs . In Orange County, a child emergency shelter,
Orangewood, was built ($13 million) with donations as outlined
above.
When the county establishes a similar program, the fund could
act as leverage for obtaining foundation grants and other
donations . There are untapped sources (perhaps $150,000) in grants
now available if we had matching funds for youth services programs .
