HomeMy WebLinkAboutMINUTES - 06111991 - D.1 TO: BOARD OF SUPERVISORS FROM: Sara Hoffman Solid Waste Manager `f fCbntr oi, 'r ' \✓WlU DATE: June 11, 1991 SUBJECT: Delta Diablo Sanitation District Transfer A` Uµ Station/Resource Recovery Facility SPECIFIC REQUESTS) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE the agreement between Delta Diablo Sanitation District and the City of Antioch, the City of Pittsburg and the County of Contra Costa subject to a condition subsequent that the parties .of the .agreement all ratify an operating agreement that addresses, among other things, (1) shared regulation of rates by component with the County setting those components regarding landfill/transformation facility pass through, county fees, land use permit compliance, and landfill closure surcharges, as applicable; (2) any disposition of savings due to public ownership; (3) criteria for direction of waste to the in- county landfill; (4) agreement that the rates will include a yearly mitigation to Antioch for roadway maintenance; and (5) determination of the scope and type of programs and related funding for implementation of city/county source reduction and recycling elements and provision for changes in these programs. AUTHORIZE the Chair to sign the agreement on behalf of the Board of Supervisors. BACKGROUND/REASONS FOR RECOMMENDATIONS On Tuesday, June 4, 1991, the Board of Supervisors reviewed the transfer station agreement. Following testimony, Board members expressed concern about a possible conflict between the agreement and the Board's right to establish wasteshed areas under the landfill franchises. . -The issue is one that is to be addressed in the operating agreements. Supervisor Schroder advised that he believes that the Board needs to have authority to direct the waste stream from all transfer stations and therefore has questions about the agreement before the Board today and will vote no on its approval. " This agreement is not the final approval of the transfer station project. Rather, it is a vehicle -that will allow Delta Diablo to take the next steps in designing the project and bringing it to the County for CEQA review. The Board will have further opportunities to review the project in its review of the land use permit and the operating agreement. h19:ddsd.bos
