DATE: June 11, 1991 SUBJECT: Transit/Residential Access Center SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize membership in the Transit/Residential Access Center (TRAC) , a project of the Institute of Urban & Regional Development at UC Berkeley. FISCAL IMPACT The annual membership of $2, 000 will be paid from available Agency funds. The Agency and the County will have access to databases and services of TRAC by virtue of membership. BACKGROUND/REASONS FOR RECOMMENDATIONS The Institute of Urban and Regional Development at UC Berkeley has established a new research and development project, the "Transit/ Residential Access Center" (TRAC) , aimed at identifying residential development opportunities around rail transit stations in California. The project is led by Institute Director, Professor Peter Hall, and by Michael Bernick, Senior Research Associate at the Institute and municipal finance attorney at Arnelle & Hastie. Professor Hall and Mr. Bernick are the authors of numerous monographs and articles on residential development near rail transit stations. Among the areas likely to be of interest to the Agency are: • the zoning, redevelopment, density bonuses, and other incentives used by local governments throughout the nation to promote residential development near rail transit; • the transit ridership among commuters residing near rail stations; • the impact of transit station-proximity on marketing of the project; • case studies of successful residential projects near rail transit; • mixes of residential with retail and commercial development.
