SUBJECT: Allocation of Airport Enterprise Funds for Preparation of an ALUC Plan Revision for the
East County Airport Environs
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE expenditure of up to $30,000 to the Airport Enterprise Fund by the Community
Development Department for the preparation of a revision to the East County Airport
Comprehensive Land Use Plan of the Airport Land Use Commission.
II. Financial Impact:
No charge against General Fund, funded 100 percent by Airport Enterprise Fund.
III. Reasons for Recommendations and Background:
In April of this year, the Airport Land Use Commission adopted a Comprehensive Land Use Plan
for the East County Airport environs.
The Commission was obligated to adopt a CLUP prior to a state-imposed deadline but
concurrently proclaimed its interest to consider a more technical plan revision that would yield
greater development opportunities around the airport. State law precludes the Commission from
revising the recently-adopted ALUC Plan until January, 1992.

On May 22, 1991, the Growth Management and Economic Development Director, Community
Development and Public Works Department staffs met to discuss planning needs for the East
County Airport area.
At the staff meeting, it was agreed that a technical revision to the CLUP should be initiated.
Adoption of a CLUP would serve as a preliminary step to consideration of a revision to the
General Plan policies for the airport environs that would allow uses other than agriculture.
It was agreed that the Airport Enterprise Fund should be used to front funding expenses for the
project. The funding would be used to hire a qualified professional aviation consultant (and
supporting professionals) to prepare a plan revision.
