SUBJECT: CONVEYANCE OF NON-FEDERAL PROJECT WATER THROUGH THE CONTRA COSTA
CANAL
SPECIFIC "REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize Chair to sign letters to the County Legislative Delegation
requesting support for legislation which would allow the Contra Costa
Canal facility to convey non-federal project water.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Contra Costa Water District is currently in the process of
negotiation for additional water supplies. CCWD receives their water
allocation from the Federal Bureau of Reclamation, which has cut the
allocation by 50% this year, due to a prolonged drought situation.
As a result, the water district has imposed mandatory water rationing
of 26% to its customers. The Water District is in the process of
appeal to the Bureau for an additional allocation minimum of 10,000
acre feet, in order to minimize hardship to its customers, which would
make rationing requirements more consistent with the rest of the
County, (and most of the State) . If unsuccessful, the Water District
will appeal to other sources such as the State Water Bank, established
by Governor Wilson in response to the drought.

The Contra Costa Canal is owned by the Bureau of Reclamation, which
mandates. that non-federal project water will not be conveyed
through the canal. Some revision must be made in order for CCWD to
utilize additional sources of water from the State Water Bank, or
additional water sources identified through the pending agreement
with the East Contra Costa Irrigation District (see WC 1 this
date) .
