SUBJECT: CONTRA COSTA WATER DISTRICT/EAST CONTRA COSTA IRRIGATION DISTRICT
AGREEMENT, WATER CONSERVATION LANDSCAPE ORDINANCE, SHELL OIL TASK FORCE
SITE COLLECTION, LETTER OF APPRECIATION TO FISH AND WILDLIFE COMMITTEE
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize Chair to sign a letter of appreciation and
encouragement on the proposed water transfer agreement between
East Contra Costa Irrigation District (ECOID) and Contra Costa
Water District (CCWD) .
2 . Refer the Water Conservation Landscape ordinance to County
Counsel to revise and resubmit to the Water Committee. ,
3 . Refer to the Water Committee the issue of Shell Oil task force
purchase of areas for wetland restoration.
4 . Authorize Chair to sign a letter of appreciation to the Fish
and Wildlife Committee for their efforts in providing detailed
comments on the Delta Wetlands project EIR.

None.
BACKGROUND/REASONS ' FOR RECOMMENDATIONS
1. Due to encouragement by Supervisor Torlakson, an agreement is
underway for the ECCID, to sell excess water to the CCWD. The
proposed agreement is very promising from two perspectives;

first, it allows CCWD to purchase additional water supplies
for use in areas of origin, preserving water rights, under
State law. Second, the cash flow enables ECOID to remain in
business to continue to provide water to it's agricultural
customers. About 1, 000 acre feet are available now, for areas
where CCWD sphere of influence overlaps ECCID. The agreement
may eventually provide for approximately 6,000 acre feet
available to CCWD for urban use.
2. During the Water Committee meeting on April 22, 1991,
amendments to the Water Conservation Landscape Ordinance were
discussed which would include single family residential and
all model homes. County Counsel has commented that some
additional research and a number of changes (including format)
to the existing ordinance would need to take place prior to
meaningful discussion on the ordinance, and subsequent
amendments. The Water Committee recommended these changes be
made, and resubmitted to the Water Committee at a later date.
3. Shell Oil spill mitigation funds have been awarded, and a task
force has been established to determine priorities for use of
these funds in wetland purchase and restoration activities.
The task force is currently evaluating several sites for
purchase and/or restoration. The Water Committee has
recommended that review of these activities take place so the
County could provide input as to priority areas.
4 . The Water Committee recommends that a letter be sent to the
Fish and Wildlife Committee in order to thank them for the
considerable effort taken in review and comment on behalf of
the County on the Delta Wetlands project EIR.
