HomeMy WebLinkAboutMINUTES - 05071991 - S.7 S- 7 i THE BOARD OF SUPERVISI RS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 7, 1991 by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None i ABSENT: None ABSTAIN: None SUBJECT: Lions Gate Shelter i Phil Batchelor', County Administrator, advised that a preliminary report has been received from the State relative to a recent investigation into allegations of problems at the Lions. Gate Childrens ' Shelter. He noted that the County contracts with HCDS, a private, non-profit provider, to operate the facility to care for abused and neglected children, but oversight of -the operation is the responsibility of thelCommunity Care Licensing Agency, a division of the State Department of Social Services. Mr. Batchelor stated that because allegations had been made relative to improper treatment of the children', altercations between the children, and numerous walk-aways, the State Agency had been requested to conduct an investigation. Rose Manning, Assistant Social Services Director, advised that the allegations fell into three categories, abuse by caretakers., altercations between residents, and walk-aways. She stated that all. charges of abuse were unsubstantiated by both an investigation done by heristaff and one done by the Community Care Licensing Agency, independent of one another. Ms. Manning advised that the Community Care Licensing Agency investigation of altercations between residents found that the problem at Lions Gate was more than just routine altercations between adolescents, and therefore, an action plan had been agreed to which will increase staff/child ratio during hours offrequent incidents and provide specialized training in identification and prevention procedures. She noted that in the third category, the State Agency substantiated a high degree of walk-aways from the Lions Gate facility. Ms. Manning advised that counselors will also be trained in identification and intervention procedures in this area.
