BACKGROUND/REASONS FOR RECOMMENDATIONS The Board of Supervisors designated Supervisors McPeak and Torlakson`,as' .the Energy Committee to work with PG&E and County staff to increase�;ipublic awareness of need for energy efficiency and opportunities such as Time' of Use (TOU) rates that both- conserve energy and save money. On Time of Use rates, the Committee has looked at a, two phase program: 1) to increase awareness of TOU rates and 2) to participate in targeted marketing efforts. For the phase one customer information program, we are looking at highlighting the 6, 000th installation of TOU meters with a press release and possible article in the PG&E "Progress" bulletin which is sent out to all customers. In addition, we see opportunities for a statement with current bill comparisons for TOU customers, inclusion into existing energy handouts (Energy Saving Program Packet) and possible production of a video when our CCTV becomes operational in 1992. We will be meeting with representatives of Community Services, Social Services, Housing Authority, the appropriate union representatives and PG&E to discuss ways in which the County and PG&E can cooperate in ensuring that the low income constituents in Contra Costa County are aware of PG&E 's assistance programs. The Committee also looked at the range of residential and nonresidential energy efficiency programs offered by PG&E. We would like to put together an article for our employee newsletter to inform our employees of these opportunities. In addition, we are going to explore, the feasibility of joint promotion with the building industry, possibly focusing initially on the County's Redevelopment Areas. The County currently participates in PG&E's compressed natural gas program through our Central Services Department. We will also be looking at the status of this program and feasibility of expansion.
