STATUS REPORT ON THE IMPLEMENTATION OF THE DRUG AND ALCOHOL
SUBJECT: ACTION PLAN AND AGENDA FOR COORDINATING COMMITTEE MEETING
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Acknowledge receipt of the attached status report on
activities which have taken place over the past month in
implementing the Action Plan countywide, and action which
has been taken on action directed by the Board in March.
2. Approve the agenda for the next meeting of the countywide
Drug & Alcohol Coordinating Council as contained in the
attached report from the Regional Coordinators and in
addition include the Chairman of the Board of Supervisors on
the agenda for appropriate comments and historical
perspective.
3 . Request the Health Services Director to report to our
Committee again on the status of the implementation of the
Drug & Alcohol Action Plan on Monday, June 24, 1991.
BACKGROUND:
This is the most recent in a series of monthly reports we are
making to the Board on the status of the implementation of the
Drug and Alcohol Action Plan countywide and on the status of
related activities in the area of substance abuse.
On April 9, 1991 the Board of Supervisors asked the Regional
Coordinators to formulate an agenda for the next Coordinating

council meeting and to make any recommendations they wished to
our Committee on April 22 , 1991.
On April 22, 1991 our Committee met with the Regional
Coordinators from Districts 1 and 5 and reviewed with them the
proposed agenda for the next meeting of the Coordinating
Committee. We agreed with the proposed agenda as presented, but
would also like to see Supervisor Powers provide appropriate
comments regarding the historical perspective and provide a
welcome, particularly since we will be meeting in his District.
Jerry Nava and Kathy Padro presented the attached status report
on the activities of the Health Services Department, all of which
appear to be consistent with the directions which have been
provided by the Board of Supervisors.
Since our second meeting in May falls on the Memorial Day
holiday, we are asking the Health Services Department staff to
report to our Committee again in June, following which we will
report back to the Board of Supervisors.

Re: Status Report on the Implementation of the Action Plan
• The following letters have been prepared by the Department for
the Board.
Letter to Marvin Sands, Canandaigua Wine Company
expressing appreciation for changes made regarding Cisco.
Letter to Larry Naake, Executive Director of CSAC -
providing information regarding the Kegger Party
Ordinance.
• The Department coordinated the successful Pastoral Symposium
which was held on April 13th at John F. Kennedy University and
attended by 70 clergymen.
• The Department is seeking funding from the Cowell Foundation
and the Office of Traffic Safety for developing a server
training program.
• The Department is the lead agency in this county' s
participation regarding the Statewide Perinatal Media
Campaign. . .an effort addressing drug and alcohol free
pregnancy. PSA tapes, scripts, videos, and press kits in
Spanish and English will be sent from the Department to local
cable tv, and radio stations in the area. The spots will
include an 800 number for further information. The
announcements will begin on Mother's Day and will run for
three months.
• The Department is coordinating a Request for Proposal process
(RFP) for a high risk youth prevention grant which is being
issued by the State. This is a 5 year grant of $549, 383 .
Each county is allowed to submit only one proposal. Eight
awards will be made.
County drug and alcohol providers will be invited to display
posters, scratch cards (like lottery tickets) and special
appointment cards all promoting healthy, drug and alcohol free
babies and mothers during Alcohol Awareness Week May 12 thru
May X19, 1991.
Treatment providers are excited about being a part of .the
action plan implementation and the Department has begun in-
service training and planning to expand the action plan
activities that include the treatment and recovery sector.
• The Department has advertised, coordinated, and arranged for
the recruitment of the Central Regional Grant Coordinator.
The initial interview process began on April 11, 1991 and the
final round of interviews occurred on April 17, 1991.

REGIONAL COORDINATOR'S (PLUS) MEETING MINUTES
Pleasant Hill Police Department, April 10, 1991
AGENDA: Pursuant to County Supervisors Internal Operations (10) Meeting on April
5 the Regional Coordinators are to put together a plan to present back to 10
on April'92 regarding the agenda of the Coordinating Council for the Alcohol
and Drug Action Plan (the 90 member body).
After brainstorming the group came up with the following suggestions:
Ob-jective - to get buy-in from Coordinating Council; provide personal incentives for
Council members; to have fan and make event upbeat
Date - Wednesday, May 29, 1.991 from 9 a.m. to Noon, somewhere in West County
Propostd Agenda- the format will be in the form of a news show. Suggestion for an anchor
was Marty Gonzalez (ICGO-TV)
