Acknowledge receipt of the Public Health Director' s report to our Committee dated April 22, 1991 and express the Board' s appreciation to Dr. Brunner and his staff for the progress which is being made in identifying funding for a cancer study in the Bay Area. 2. Request the Public Health Director to forward to the members of this Committee a copy of the National Cancer Institute Planning Grant before it is submitted to the National Cancer Institute. 3 . Request the Public Health Director to seek the endorsement of the Board of Supervisors on May 21, 1991 for the grant application to the National Cancer Institute for the Planning Grant. 4. Request the Public Health Director to report again to our Committee on September 23, 1991 on the progress of the Bay Area Cancer Coalition Epidemiology Initiatives, Bay Area Cancer Coalition and Health Services Department Grant Funding Efforts, Tobacco Grant, Breast & Cervical Cancer Intervention Study and National Cancer Institute Planning Grant, along with any other current activities in the area of studies of cancer incidence in the Bay Area. We were also asked to provide an update on the Health Services Department's application to the National Cancer Institute, Division of Cancer Etiology for the purpose of defraying a portion of the costs of planning for a prospective study of the incidence of cancer. We would also like to report on additional cancer epidemiology efforts in conjunction with the Bay Area Cancer Coalition and the State Health Services Department. Bay Area Cancer Coalition Epidemiology Initiatives The State Health Services Department has released preliminary 1988 cancer incidence data from the California State Regional Tumor.Registries, including the three registries which cover the nine Bay Area counties involved in the Bay Area Cancer Coalition. These data show the rates of various kinds of cancer for men and women by county. These data vary from year to year, and must be analyzed for trends. In 1988, Marin County surprisingly had the highest rate of cancer in the five-county Bay Area Region, with 408 cases per 100,000 population. In Contra Costa County, for example, the 1988 age-adjusted incidence rate for all sites combined was 380 per 100,000 population, compared to the rate of 341 per 100,000 for the state of California and 374 per 100,000 for the U.S. as a whole. The most common cancers in Contra Costa, as well as the state and nation, are breast, prostate, lung, and colon. The lung cancer rate among men in Contra Costa is lower than the rate in the state as a whole (67 per 100,000 vs. 73 per 100,000) , but the rate of lung cancer among women in the county compared to the state is much higher (50 per 100,000 vs. 40 per 100,000) . Any contribution to lung cancer from air pollution should impact both men and women; the particularly high rates among Contra Costa women are largely attributable to smoking. None of this data has been broken down by racial/ethnic. groups. The Bay Area Cancer Coalition Data Group will be working with the State Health Services Department to analyze these county-by-county data to develop regional and ethnic trends, so that regional and targeted intervention strategies can be implemented to lower the incidence and morbidity of cancers.
