Contra TO: BOARD OF SUPERVISORS r� ^ - = Costa FROM: Sara Hoffman Solid Waste Manager 7 DATE: May 7, 1991 SUBJECT: Sharing AB 939 Tipping Fees with Cities SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS '' ESTABLISH the County's standards for collecting AB 939 revenue on behalf of the cities in lieu of reducing the current AB 939 tipping fee as follows: 1. participating cities indicate by resolution or letter their desire to do so; 2 . participating cities acknowledge that the County has no responsibility to oversee or verify the appropriateness of any expenditure -of. 'these funds; 3 . participating cities recognize that the County will send its payments following our receipt of the monies from the landfill/transfer station operator; 4. participating cities first agree upon a uniform method of distribution of the funds; and 5. participating cities and the County concur on a date to reconsider such funding. The Board also directed staff to develop standards on the allocation of such revenue for the Board's review. Staff has worked with the Public Managers Association's Solid Waste Committee to develop mutually acceptable standards. A draft is scheduled for review by the City/County Relations Committee on Wednesday, May 8 and the Public Managers Association (PMA) on Thursday, May 9. The standards recommended by staff are consistent with the draft developed by the PMA committee and County staff. The Committee further recommends that the money be allocated according to the yearly population of the city in comparison to the population of all participating cities with a proviso that all cities receive at least $10,000 a year. The population allocation is easily verifiable and therefore preferable to a split based on solid waste generation by city.
