HomeMy WebLinkAboutMINUTES - 05071991 - 2.5 ` • "-005 to BOARD OF SUPERVISORS FROM: Mark Finucane Contra Health Services Director Cx)st DATE: April 15, 1991 C SUBJECT: Implementation of Ryan White Comprehensive AIDS Resources V Emergency Act of 1990 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommended Action: 1) Authorize the Contra Costa County Health Services Department to work with the Alameda County Health Care Services Agency and the City of Berkeley Health and Human Services Department to plan for the implementation of the Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (CARE); 2) Direct the Health Services Department to work with the other health jurisdic- tions in the Title I Eligible Metropolitan Area (Alameda County Health Care Services Agency and City of Berkeley Health and Human Services Department) to establish and staff an HIV Health Services Planning Council in accordance with Title I requirements; 3) Direct the Health Services Department to establish and staff an HIV/AIDS Consortium in accordance with Title II requirements; 4) Authorize the Health Services Department to work with community-based organizations and AIDS advisory boards to develop the consortium and planning council; 5) Endorse the agreement established between these three health departments that Ryan White funding for Title I and Title II Special Projects of National Significance will be distributed between the two counties in proportion to the number of AIDS cases reported in those jurisdictions and that the planning process will respect the integrity and priorities of each county; 6) Authorize the Health Services Department to act as fiscal agent for Ryan White funding; 7) Recognize that receipt of federal funds under this legislation requires that the county maintain its current level of HIV/AIDS funding; and 8) Direct the Clerk of the Board to send copies of this board order to the Alameda County Board of Supervisors and the Berkel y City Counc' . In addition, we estimate approximately $130,000 will come to Contra Costa County under Title It funding. Additional funding may be made available to our MSA through the Special Projects of National Significance section of Title II. Background: The Ryan White Comprehensive AIDS Resources Emergency Act of 1990 will provide an important source of funding to metropolitan statistical areas hardest hit by the HIV epidemic. The Oakland Metropolitan Statistical Area (MSA) consisting of Alameda and Contra Costa Counties will become eligible to receive Title I funds in 1992 oil the basis of having more than 2,000 cases of AIDS diagnosed. In addition, Contra Costa County will receive federal funds channeled to the State under Title II. We also intend to apply in conjunction with Alameda County for an MSA-wide Special Project of National Significance under additional funding included in Title Il. The Contra Costa County Health Services Department has been working closely with the Alameda County Health Care Services Agency and the City of Berkeley Health and Human Services Department since December 1990 to plan for the implementation of the Ryan White Act in our MSA. This is a complex piece of legislation and requires the development of a very specific MSA-wide planning council representing broad sections of the community in order to implement this act. In addition, each jurisdiction needs to develop a broad based AIDS consortium to receive funding under Title Il. Through this collaborative effort between our health jurisdictions and with the community, our MSA and counties will be well prepared to develop excellent plans for the utilization of the direct allocated Ryan White funds, and be well posi- tioned to maximize the amount of funds brought into our MSA and our.counties through the competitive grant application process included in Ryan White. The recommended Board actions will confirm the interagency agreements and facilitate the needed actions to bring Ryan White AIDS funding into our communities. Consequence of Negative Action: Negative action would seriously inhibit the ability of the Health Services Department to bring this urgently needed federal funding for AIDS services into our county. 2
