IMPLEMENTATION OF COMMUNITY ALERT NETWORK PROGRAM
SUBJECT:
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Approve and authorize the Chairman to execute on behalf of
the County a contract with Community Alert Network in the
amount of $75,483 for the period July 1, 1991 through June
30, 1992 with additional annual extensions for additional
annual payments of $59,074.
2. Add one position of Senior Emergency Planning Coordinator to
the Office of Emergency Services to plan, coordinate,
implement and manage the community notification program.
3 . Following the close of the hearing on increases in the
Health Services Department fees scheduled for _111:00 A.M. May
7, 1991, adopt a Resolution increasing the fees for the AB
2185 business plan inspection program in order to fund the
contract with the Community Alert Network and to pay for 60%
of the Senior Emergency Planning Coordinator.
BACKGROUND:
The Health Services Department and Office of Emergency Services
have been investigating methods of improving the County' s ability
to provide public notification in the event of an emergency.

majority of needs in the County, we are currently pursuing a
community notification system which would include the following
components:
1. Countywide radio notification via KKIS AM 990/FM 92. 1.
2. Localized radio messages with the Travelers' Information
System and/or other local radio stations to reach areas with
poor KKIS reception.
3 . Countywide computerized telephone notification using the
Community Alert Network, followed by
4. A feasibility study for installing warning sirens in certain
locations.
The portion of this comprehensive program which is before the
Board of Supervisors is item 3, the Community Alert Network
(CAN) .
The Community Alert Network (CAN) is an emergency computerized
telephone notification system. CAN is intended for use by
emergency officials to notify and inform the community about a
wide variety of situations including chemical spills, fires,
explosions, floods, evacuations and even missing children or
escaped convicts.
CAN would develop and maintain a countywide computerized
telephone number data base. In the event of an emergency, an
authorized official could designate a specific area to receive
notification by either prerecorded or live message. The initial
message would likely be for "shelter-in-place'° and to listen to
the radio for further instructions. CAN would cost roughly
$75,000 in the first year of service and approximately $60,000
for each of the next four years. A usage fee of $60/computer
hour would be charged per telephone line when the system is
activated..
Staff has researched the system and spoken with at least ten of
its current users, all of whom are pleased with the system and
recommend it. Staff has also been working with a Community
Awareness Emergency Response (CAER) task force made up of
industry and agency representatives. CAER is very supportive of
the entire notification package approach, as is noted in their
attached letter.
The system has been reviewed and endorsed by the Hazardous
Materials Council and is recommended to the Board of Supervisors
for approval.
The contract with CAN will require a substantial investment of
staff time to coordinate among all involved agencies, identify
appropriate contact individuals, prepare a protocol on how and
when the system will be activated, anticipate and define all
potential uses of the system and prepare appropriate alert
systems and serve as the primary interface between the County,
other emergency response agencies including cities and the CAN
organization.
For this purpose we are recommending the addition of one Senior
Emergency Planning Coordinator position to the Office of
Emergency Services. By placing the position in the Office of
Emergency Services, we have a chance of getting about 40a of the
position funded by the federal government through the Federal
Emergency Management Agency. The 60% balance of the cost of the
position and the cost of the actual contract with CAN will be
paid for through an increase in the fees paid by industries
covered by the AB 2185 business plan inspection program.

We do need to point out to the Board of Supervisors that we will
be unable to verify whether the 40% of the cost of the position
which we hope to obtain from the federal government will be
available until September or October, 1991. This is the case
because FEMA and State OES fund positions on a fiscal year basis
and will not know until nearly the beginning of the 1992 federal
fiscal year (October 1, 1991) whether there will sufficient funds
available to fund this additional position. We will, therefore,
be going somewhat "at risk" on approximately $24,000 (on an
annual basis) until we can verify with State OES and the Federal
Emergency Management Agency . that they will be able to fund their
portion of the position.
The increase in the AB 2185 fee which is required to fund the
contract and position are subject to a public hearing requirement
which is scheduled for 11: 00 A.M. this morning. It is,
therefore, necessary to defer action to approve the fee schedule
increase until after the hearing.
Attached for the Board' s information is additional information on
the new position that is requested for the Office of Emergency
Services, a letter from CAER endorsing the program as outlined
above, and additional explanatory information on the CAN system.
