SUBJECT: APPROVE AREA AGENCY ON AGING FY 91-92 PLANNING & SERVICE AREA PLAN
UPDATE, NOTICE OF GRANT AWARD, AND SUBGRANT AWARD CONDITIONS FOR
FY 91-92 ; AND SIGN THE LETTER OF TRANSMITTAL (Ref. : 29-002-72)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Approve Contra Costa County Area Agency on Aging Title III
Planning and Service Area Plan Update for FY 91-92 and sign
the Letter of Transmittal to the California Department of
Aging. Upon approval by County Counsel or the Social Service
Contracts Administrator, authorize the Director, Office on
Aging to sign the FY 1991-92 Subgrant Award Conditions and
the Notice of Grant Award.
In addition, authorize the Director, Office on Aging to sign
and submit future Standard Agreement Amendments that only
reflect an adjustment in line items or increased revenues
when the amendments do not result in additional County cost
or decrease in grant revenue.
II. FINANCIAL
The FY 1991-92 Subgrant Award will provide $1, 965,798 in
federal and state funds to conduct programs and activities on
behalf of county residents age 60+ under Title III of the
Older Americans Act. The Area Plan budget for 1991-92
provides for a County contributions of $142,852 in cash and
$95,225 in-kind. This results in a County savings of
$54,264 for FY 91-92 as compared to the initial FY 90-91 Area
Plan Budget; the Office on Aging has received additional
Federal and State revenue and reduced one Title III staff
position. This County contribution has been included in the
proposed 1991-92 Social Service Department budget.

III. REASONS FOR RECOMMENDATION/BACKGROUND
Since 1976 the Office on Aging has been providing services
for older residents of the county under Title III of the
Older Americans Act. Under the 1991-92 Plan Update and
Subgrant Award the Office on Aging will continue to fund
contractor agencies to provide congregate meals,
home-delivered meals, legal assistance, case management, in
home services for the frail, home visiting, in-home services
registry, transportation, and long term care ombudsman
services. In addition, the Office on Aging itself will
continue to provide information and referral services, as
well as perform the program development, coordination,
administrative and planning responsibilities of an area
agency on aging. This 1991-92 Grant Award and Plan Update
includes new federal and state funding for elder abuse
prevention services.
