SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position of support for AB 546 by Assemblyman Bruce
Bronzan (and 15 co-authors) which would make Contra Costa
County' s Family Preservation Program a permanent statewide
program and which would increase the percentage by which the
County' s foster care expenditures could exceed projections from
5% to loo before the County would be required to fund 1000 of the
overage.
BACKGROUND:
Under current law sponsored by the Board of Supervisors in 1990,
Contra Costa County is authorized to draw an advance on its
foster care funds for the purpose of funding an Interagency
Family Preservation Program. This program is designed to
demonstrate that early, intensive intervention in a family where
a child may be removed from the custody of the parents and placed
in foster care can reduce the need for foster care or reduce the
amount of time a child must remain in placement. Aside from
being better for the child, keeping the child in his or her own
home is substantially less expensive for the taxpayers of the
State. Under current law, if the County' s foster care
expenditures exceed the state' s projections because of the Family
Preservation Program, the County must finance 250 of the overrun
up to 5% above the projected amount and 1000 of 'the amount above
5%.

Assemblyman Bronzan has introduced AB 546, which is co-authored
by 15 legislators, including Assemblyman Bates. AB 546, as
amended April 1, 1991, would do the following:
1 . Remove Contra Costa County' s demonstration project status
and make the Interagency Family Preservation Program a
permanent statewide program.
2. Increase the percentage described above to 10%. Therefore,
the County would be responsible for 25% of the cost of any
overrun above state projections up to 10% above those
projections and 100% of the cost above 10%. This has the
effect of reducing the risk to the County, although all data
to date indicates that the Interagency Family Preservation
Program in fact does save money.
The Social Services Director recommends that the Board of
Supervisors support AB 546 since it will tend to encourage more
counties to undertake similar Family Preservation Programs and
since in reduces the potential risk to a county in undertaking
such a program. It is, therefore, recommended that the Board of
Supervisors indicate its support of AB 546, as amended April 1,
1991.
AB 546 is currently on referral to the Assembly Human Services
Committee.
