BACKGROUND• As a part of its 1991 Legislative Program, the Board of Supervisors sought passage of legislation would would authorize the Board of Supervisors to regulate committees which are attempting to qualify or oppose the qualification of local measures for the ballot. While state law currently provides some reporting requirements for such committees, it is entirely possible for a committee to meet its current reporting requirements and yet for the public not to be aware of the source of funds being used to qualify a measure for the ballot. This is the case because, after an initial reporting upon formation of the committee, it is possible that no further reporting will be required until after the deadline has passed for the submission of petitions to qualify a measure for the ballot. As amended April 2, 1991, SB 116 contains the language requested by the Board of Supervisors. In view of the fact that Senator Kopp has agreed to incorporate the language requested by the Board of Supervisors in his SB 116, it would be appropriate for the Board to acknowledge that it is the sponsor of that portion of SB 116.
