I. Recommended Action:

AUTHORIZE the Cou pity Auditor-Controller to issue a warrant for $235,504.00 payable to the
Finance and Accounting Officer, USAED, Sacramento, as the District's 5 percent share of the
total project cost, for the period July, 1990 through March, 1991, for the Wildcat and San Pablo
Creeks Project. The warrant shall be prepared with the reference number and in the amount
as follows:
Coat Account #96X8862-FW568 for $235,504.00
II. Financial Impact:
At this time the Flood iControl District is required to make fourth quarter FY 1990 and first and
second quarter Fiscal' Year 1991 payments for the Wildcat and San Pablo Creeks Project as
follows: /

This disbursement will produce a temporary negative cash balance. On May 17, 1988 the Board
authorized the Auditor=Controller to advance funds, subject to interest, against claims for project
costs receivable from the State Department of Water Resources. Approximately$165,000 of this
disbursement will be funded by the State.
The warrant shall be funded as follows:

III. Reasons for Recommendations and Background:
On June 17, 1986, the; Board of Supervisors approved and authorized the execution of a local
cooperation agreement with the Department of the Army for the Wildcat-San Pablo Creeks
Project. The terms of the agreement require the Flood Control District to,pay in cash 5 percent
of the total project to,'the Federal government and to provide for the relocation of all roads,
bridges and utilities required for the project. The Corps of Engineers has agreed to include
relocation work in the Federal project at 100 percent local cost to be paid as "Contributed Funds
Other."
Under current State law the local share of all costs for the Federal Wildcat-San Pablo Creeks
Project is 70 percent reimbursable by the Department of Water Resources.
IV. Consequences of Negative Action:
Failure to authorize the issuance of a warrant would be cause for the Corps of Engineers to stop
further work on the Wildcat-San Pablo Creeks Project.
